Annual Salary Range - $100,156.16 to $127,628.80
General Summary : Provides strategic and operational leadership and coordination in the development and delivery of workforce education, training, and services designed to position the CCSNH and its colleges as the primary resource in advancing and responding to the economic development of the State of New Hampshire and its regions. Oversees the workforce development operations and initiatives within the Chancellor's Office including the Apprenticeship and WorkReadyNH grants. This position reports to the Vice-Chancellor of the Community College System of NH.
Principal Duties and Responsibilities :Works with CCSNH College Workforce Development Directors and College leadership on workforce and economic development initiatives and in cultivating and maintaining education, business, and community partnerships.Manages the CCSNH's state and federal grant programs related to workforce development initiatives and operations, including ApprenticeshipNH and WorkReadyNH.Serves as the CCSNH liaison/contact with business, industry, and government for the coordination and delivery of workforce education and training programs and services and represents the CCSNH in regional and state-wide workforce and economic development activities.Works collaboratively with CCSNH, the colleges, and the Vice Presidents of Academic Affairs and Student Affairs in the planning, development, coordination, and delivery of workforce education, training, and services and to advance workforce development efforts.Collects and analyzes information and data on labor market and business and industry trends and identifies statewide, regional, and local workforce programs that respond to employer needs. Assists colleges in aligning workforce and training programs with employer needs and in developing non-credit, diploma, certification, and customized training programs for business, industry, and government.Coordinates workforce development activities between CCSNH, state agencies (BEA, OWO, NHES, and NH DHHS), and other external partners (NHLS, NHMEP, BIA) to develop, promote, and deliver programs and services that meet state and regional workforce development needs.Sets up processes and tools for monitoring and tracking workforce development activities from the point of outreach or inquiry to delivery. Establishes an evaluation system for the on-going assessment of workforce training programs and services.Identifies grant opportunities and advises business and industry partners, agencies, and community organizations on grant options to support prospective and incumbent workforce development.Advises the Vice Chancellor and Leadership Team on strategic efforts, workforce development issues, trends, and best practices.Develops a statewide approach to the advertising and delivery of workforce training opportunities to achieve a coherent/comprehensive presence and promotion of courses and programs.Serves as a member of the CCSNH System Office Managers Team and the CCSNH Leadership Team responsible for strategic planning, fiscal management, resource development, policy setting, and overall administration of the CCSNH.Complies with all CCSNH, state and federal rules and regulationsPerforms other related duties, as assigned.
Qualifications :
Education: Master's degree from a recognized college or university.
Experience: Six years' experience in workforce development, corporate training, curriculum development, instructional design, or a related field with managerial experience involving supervision, program administration, grants administration, and/or operations management.
License/Certifications: Valid Driver's License or access to statewide transportation.
Additional Desired Qualifications: Understanding of the comprehensive mission of community colleges, particularly as it relates to workforce training and development. Project management skills including the ability to define projects, prioritize and manage multiple projects, measure and evaluate progress and outcomes. Ability to think strategically. Ability to research and analyze national or state labor market and occupational data and trends. Knowledge and understanding of federal and state safety laws, regulations, and requirements. Proficient in the use of technology, especially Word, Excel, PowerPoint, and other graphic presentation software. Ability to define problems, collect data, establish facts, recommend, and implement solutions in a timely fashion. Strong communication skills and ability to work well in a team environment. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze program effectiveness and resource utilization. Ability to work independently and exercise sound judgment in the performance of duties. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by CCSNH.
