The
Director of Federal Programs
supports the acquisition and management of federal government (DoD) contracts. Reporting to the SVP of Federal Programs, this role oversees assigned programs, ID/IQ contracts, client communication and contract deliverables. Responsibilities include participating in the company’s capture and proposal process in response to DoD opportunities, utilizing tools such as Microsoft Office products, CRM, and SharePoint to manage projects and processes according to ISO standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Core duties and responsibilities include the following. Other duties may be assigned.
Program Management
:
Manages federal government programs (primarily DoD) as assigned.
Serves as company point of contact to customer program managers.
Works at the direction of Vistra’s SVP of Federal Programs to identify and address any resource-related needs and issues.
Ensures fulfillment of DoD contracts according to requirements, regulations, policies, and special conditions.
Builds and maintains relationships with DoD government officials.
Implements initiatives that build effectiveness and efficiency.
Supports DoD officials in exploring new approaches.
Assists with customer requests for information, research and technical assistance.
Monitors team member performance on DoD contracts and communicates with leadership and human resources regarding personnel matters.
Represents Vistra in the DoD sector and with identified business partnerships.
Updates and maintains Customer Relationship Management (CRM) information.
Assists in recruiting and hiring team members for contract performance.
Monitors contract spending and travel budgets.
Manages subcontractor relationships.
Ensures timely delivery of all required contract deliverables.
Prepares project briefings and reports.
Travels periodically to DoD sites.
Portfolio Growth
:
Contributes to Vistra’s proposal team for responses to RFQ, RFP, RFI and Sources Sought opportunities.
Participates in gate reviews, bid/no-bid decisions and program kick-off meetings.
Assists in coordination of writing assignments, production, and submission of complex government proposals.
Collaborates with Vistra’s contracting department to ensure proposals meet FAR requirements.
Supports management of non-disclosure agreements (NDAs), terms and conditions, and modification requests and Teaming Agreements (TAs).
Supports senior leadership in development of teaming strategies.
Identifies new business opportunities by understanding procurement trends and customer needs.
Contributes to strategic planning by linking pursuits and capture activities to business development goals.
SUPERVISORY RESPONSIBILITIES:
Supervises team members onsite for federal contracts.
Provides input for annual performance reviews.
Coordinates Monthly Status Reports.
Tracks and reports travel and overtime budgets.
Requirements:

A working knowledge of DoD operations and military contracts/contracting, GSA and FAR is required.
Familiarity with Combatant Commands and Military Component Commands preferred.
The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must.
Demonstration of the necessary personality and leadership skills to represent and enforce company values and policies while engaging and motivating a diverse group of team members working at client sites.
Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity.
Exceptional facilitation and organizational skills are required.
A working knowledge of Shipley proposal processes with documented proposal management success.
Must have strong briefing and writing skills and be comfortable delivering finished work to wide audiences that often include high ranking customers and senior leadership.
The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role.
Must have a DoD Secret Clearance, TS/SCI preferred.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree from an accredited college, university, or equivalent Military training in a Technical, Business, Management, Public Policy, or related field is required. Master’s degree preferred.
At least ten (10) years of experience working with the DoD or Program Management.
At least five (5) years of experience in Business Development, Proposal or Capture preferred.
LANGUAGE SKILLS:
Ability to respond to common inquiries or complaints from customers, or members of the business community. Ability to read and interpret documents such as requests for proposals, government regulations, safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak English effectively before groups of customers or team members. Conversation Spanish would be desirable but not required.
COMPUTER SKILLS:
To perform this job successfully, an individual should have knowledge of and must utilize: Spreadsheet Software (Excel); Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint), Timekeeping Software, Project Management Software, and CRM Software.
CERTIFICATES, LICENSES, REGISTRATIONS:
Project Management Professional (PMP) or similar certification desired.
