Key Responsibilities:Lead the development and continuous improvement of agency’s IT policies, ensuring alignment with federal guidelines such as FISMA, NIST, and OMB Circulars.
Provide expert advice on the implementation of IT governance frameworks that improve process efficiency, reduce risks, and enhance compliance with security and operational policies.
Support agencies in the establishment of IT process documentation, ensuring processes are standardized, streamlined, and integrated with tools such as Serena Dimensions and Microsoft Azure for policy automation and monitoring.
Develop and maintain key performance indicators (KPIs) to measure the effectiveness of IT policies and processes across different agency programs and initiatives.
Conduct gap analysis of existing IT policies, identifying areas of non-compliance or inefficiency, and recommend improvements that align with industry best practices.
Collaborate with IT leadership to ensure that IT policies support agency’s infrastructure modernization initiatives, including cloud migrations to AWS and Azure.
Facilitate training and workshops for IT staff and stakeholders on the application of IT policies and compliance procedures.
Serve as the primary liaison between IT operations, cybersecurity, legal, and risk management teams to ensure cohesive implementation of IT policies.
Assist in developing communication strategies to disseminate IT policy updates and process improvements across agency’s regional and field offices.
Ensure proper documentation and control of IT policies using tools such as Serena Dimensions, ENDEVOR, and Active Directory for compliance audits.
Required Qualifications:Bachelor’s degree in Public Administration, Information Systems, Business, or a related field (or 8+ years of relevant experience).
8+ years of experience as a management analyst, with a focus on IT policies and processes in a federal government or large enterprise environment.
In-depth knowledge of federal IT regulations, including FISMA, NIST SP 800-53, OMB A-130, and OMB Circular A-11.
Experience developing and implementing IT governance frameworks in line with industry standards such as COBIT, ITIL, or ISO 20000.
Expertise in change management and process improvement methodologies.
Strong communication and stakeholder management skills, with experience delivering presentations and training on IT policies.
Familiarity with tools like Microsoft Azure, AWS, Serena Dimensions, and Active Directory.
Preferred Qualifications:Master’s degree in Information Technology, Public Administration, or Business.
Certifications in IT governance or policy management (e.g., CGEIT, ITIL).
Experience working with federal agencies.
