Department of Budget and Fiscal Services

, Accounting and Fiscal Services Division, is hiring an Accounting Program Manager (Central Accounting). The position is responsible for the Accounting Section of the Accounting Branch, which maintains the accounting records reflecting the fiscal operations of the City and County of Honolulu, for the issuance of the City’s various financial reports, including the Annual Comprehensive Financial Report, and for ensuring the City remains in compliance and current with generally accepted accounting practices and standards as set by the Governmental Accounting Standards Board.

Examples of duties of an Accounting Program Manager (Central Accounting) include but are not limited to the following:Plans and directs the review and preparation of the Annual Comprehensive Financial Report’s schedules, statements, transmittal letter, Management’s Discussion and Analysis, notes and statistical section in accordance with generally accepted accounting principles for governments; and oversees the issuance of this report.Oversees the issuance of various financial reports such as the Budget and Fiscal Services Director’s Quarterly Reports, Single Audit Report including the summary Schedule of Federal Expenditures, and U.S. Census Bureau’s Annual Survey of Local Government Finances.Develops and directs the implementation and ongoing maintenance of standards issued by the Governmental Accounting Standards Board for financial reporting by researching requirements and best practices, coordinating and directing Accounting Enterprise Resource Planning System (ERP) changes needed, and developing and administering city-wide policies to implement standards.Oversees the certification of the availability of funds for all formal procurement contracts, the reconciliation of bank deposits, and the accounting for debt service.If you qualify for the position, your name will be placed on an eligible list for further consideration. EDUCATION REQUIREMENT:Equivalent to graduation from a regionally-accredited four year college or university with a bachelor’s degree in accounting or a related field with at least 12 semester credits in accounting or auditing courses. Six of the 12 credits must be above the beginning or elementary course level and from a regionally-accredited four-year college or university.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.

Verification Requirement:

You must submit evidence of your Bachelor's degree in order to be given credit.

Substitution:

Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:Five (5) years of professional accounting experience, including or supplemented by two (2) years of governmental accounting experience which included the preparation and analysis of financial statements or auditing of governmental financial statements, three (3) of which shall have been in a supervisory capacity.

Substitution:

A Master's degree in Accounting from a regionally-accredited four-year college or university will substitute for

one

of the required five years of professional accounting experience. There is

no

substitution for the two years of governmental accounting experience which included the preparation and analysis of financial statements or auditing of governmental financial statements or the three years of professional accounting experience in a supervisory capacity.
