Approximately, 5% travel.
This leadership position directs the Office of Inspector General’s (OIG) licensing functions that will be transitioning to the Department of Children, Youth, and Families in June 2025. These functions include child care, child foster care, and maltreatment intake and investigations. This position will transition to the new agency at that time.
Responsibilities in this position include but are not limited to the following:
Providing accountability for reliably delivering transformative licensing services that promote the health, safety and well-being of Minnesota children, youth and families.
Directing and coordinating the licensing and administrative functions of the Licensing (DCYF) Division, so that the Division operates efficiently and effectively to ensure the health, safety, and rights of children, youth, and families served by Department of Human Services (DHS) licensed programs.
Managing, directing, and implementing new and ongoing projects that assess the programmatic needs for licensed providers and licensing staff so that work is conducted and carried out effectively and efficiently with cross-divisional input.
Directing the development and operation of the licensing (DCYF) division’s monitoring, evaluating, reporting, and quality assurance operations to ensure that the division is meeting objectives and that reporting, and quality assurance efforts are coordinated with the central intake, investigations, data, and other division licensing units and information and technology unit.
Assumes responsibility of primary decision-maker in absence of the DCYF Inspector General.

Professional leadership or supervisory experience; and two (2) years of experience managing programs that support licensed health and/or human services-related activities, including strategic planning and directing the work of staff.
OR
Five (5) years of professional leadership or supervisory experience of programs that support licensed health and/or human services-related activities.
Experience must demonstrate the following:
Development, management, and oversight of a strategic plan and vision for programs that support licensed health and/or human services-related activities
Establishment of program policies and procedures.
Oversight of program financial operations.
Development of data strategies that utilize and visualize data to create efficiencies and identify gaps.
Oversight of the design and implementation of quality assurance systems.
Experience in organizational and change management.
Preferred Qualifications
Knowledge and understanding of regulation and/or policy for the following licensed programs: child care centers, family child care, and child foster care. Knowledge and understanding of regulatory and/or policy for maltreatment intake and investigations.
The ability to provide leadership that inspires a team effort toward accomplishing division goals and objectives.
Knowledge of state and county human services delivery and management systems; a working understanding of governmental operations and structure; state and federal policy and regulation as it relates to vulnerable adults and children in DHS and DCYF licensed programs.
Program planning and ability to develop and recommend planning strategies regarding programs, policies, and legislation.
Analytical approach to resolving issues by gathering relevant information that considers a broad range of complex factors.
The ability to conceptualize, implement, and evaluate practical solutions in a politically and programmatically complex environment.
Strong critical thinking in order to make executive level decisions.
Effective oral and written communication to ensure that division and program goals are transparent, clear, and understood.
Variety of experiences working effectively with others from different backgrounds and cultures.
