(*Denotes essential duties)*Manage, reconcile, analyze, advise, closeout and report on spending and budget activity for a number of fund types, including research grants and contracts, general operating, and faculty start-up accounts. Responsible for fiscal accountability and documentation of procurement/acquisition, receipt, and issue records.*Review, analyze, evaluate, and assist in development of budget proposals, budget requests and proposed expenditure plans.*Prepare forecasts for short- and long-term financial plans relating to projects based on evaluation of the project's budget and operations to make recommendations on spending changes.*Prepare, analyze, and interpret the department's financial condition; monitor financial reports and records and report significant changes to supervisor.*Prepare reports and correspondence for internal and external review/distribution.*Review, approve, and monitor procurement transactions for allowability, allocability, reasonableness, and availability of funds.*Monitor project financial operations with respect to budget preparation and expenditure control.*Fiscal signing authority up to $5,000.*Research, interpret, and apply terms and conditions of sponsored agreements to ensure accuracy and compliance with all applicable policies and guidelines.*Provide advice, interpretation and advise faculty, staff, and students by making effective recommendations, including the development of options and alternatives, regarding applicable policies, procedures and other administrative requirements.*Conduct reviews and maintain fiscal transaction reports, forms, requests, fiscal journals and records in accordance with Federal, State and University rules, regulations, policies, and procedures.*Recommend changes to standard operating procedures to improve operations to achieve the most efficient and economical service.Participate in the supervision, development, and training of junior fiscal staff and student assistants.*Provide and conduct fiscal compliance training to faculty, managers, and administrative support staff as needed.Participate on special teams or committees and prepare plans, reports and analyses that improve operations, ensuring compliance and identify and implement changes for increased efficiencies.Work as a team member to identify, coordinate, and evaluate problems.*Receive and participate in regular training opportunities relative to policies and procedures of specialty area.*Responsible for written and oral communications, exercising tact, diplomacy, and good judgment in relations with others.*Develop and present to management and other personnel written and/or oral reports and recommendations.*Advise supervisor of the progress of projects assigned, anticipated problems, major policy changes expected affecting specialized area, and completion of projects assigned.*Effectively resolve complaints.Maintain and foster effective working relationships with others both internal and external to the University.Assist other fiscal offices and departments in the school as needed.Other Duties as Assigned.Minimum Qualifications

Possession of a baccalaureate degree in business administration or related field and 3 years of progressively responsible professional experience with responsibilities for sponsored project administration, financial or governmental accounting; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Considerable working knowledge of principles, practices, and techniques in the area of general business management.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with sponsored project administration or general business management.Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations.Demonstrated ability to operate a personal computer and apply word processing software.If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Demonstrated ability to analyze, interpret, and use sound logic and judgment when applying administrative policies and procedures.Demonstrated ability to prioritize and organize workload to meet scheduled deadlines.Familiarity with Microsoft Excel and Word applications.Desirable Qualifications

Familiarity with the UH and RCUH accounting, procurement, and HR systems.Knowledge of policies and procedures of UH and RCUH.To Apply:
