SUMMARYThe Director, Payroll independently plans, organizes, controls, and directs all payroll services and operations for the organization. Oversees the development, modification, and implementation for payroll modules. Efficiently plans, organizes, and manages payroll activities. Performs a variety of complex and specialized duties related to payroll functions and recordkeeping for organization’s personnel. Manages the payroll processing team and collaborates with leadership across the organization on payroll initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Plan and direct the activities of the organization’s payroll functions to ensure timely and accurate payment to staff, in accordance with internal policies and procedures, and state and federal requirements.Develop the organization’s payroll strategy, planning, communications, and marketing of the payroll function and related services.Manage payroll KPIs and reporting to identify trends, find root causes, and determine solutions for payroll-related strategies.Develop and oversee all related tasks to accomplish the organization’s payroll processing objectives, including relationships with auditors and state and federal agencies.Oversee timely preparation and reconciliation of payroll tax deposits and quarterly reports for Federal, State, and unemployment insurance taxes.Oversee year-end payroll operations, including reconciliations of W-2s according to applicable laws and regulations.Keep abreast of changes in federal, state, and local payroll and tax regulations to ensure compliance.Ensure the resources used by the payroll department are efficient and state of the art to run payroll in a competitive, efficient, and timely manner.Oversee auditing needs of year-end records for accuracy. Manage and audit payroll processes to ensure that employee data pertaining to pay rate, taxes, and deductions is 100% accurate and that pay is delivered on schedule.Serve as a liaison between senior leadership and payroll to ensure compatibility with related departmental functions.Ensure employee withholdings, voluntary and statutory, are remitted accurately and on time.Oversee the remittance of employee voluntary deductions and the establishment of automatic payroll deposits.Liaise between IT and payroll to roll out payroll technical solutions to drive efficiency and improvement.Oversee and manage our on-demand pay tool to efficiently and timely pay our associates.Evaluate, standardize, and document procedures to assure business continuity and efficiency of the department.Drive consistency in payroll practices, controls, and management reporting.Train, manage, and develop the payroll team.Manage the relationship with outsourced and contract payroll service providers.Develop and coordinate the payroll calendar and timeline and provide direction and supervision regarding the input, revision, and deletion of payroll information and the processing of time reporting.Lead communication on payroll issues, deadlines, and initiatives.Manage the payroll budget for the department ensuring resource and labor needs are met.Protect the company’s assets and financial information by ensuring the accuracy and effectiveness of internal control procedures and informing management and/or appropriate officials of potential fraud risk.
SUPERVISORY RESPONSIBILITIESThis position directly supervises employees in the Payroll Department. It carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. This position maintains strong communication with Human Resources, Benefits, and other corporate departments.
QUALIFICATIONSBachelor’s degree in Accounting or a related field or equivalent experience.10+ years of related experience. 3+ years of management experience.Proficient in Microsoft Office, including Word, Excel, and Outlook.Seasoned judgement, driving execution, managing through systems skills needed.
