As part of a team, the successful candidate will uphold project management standards, policies, and procedures.ResponsibilitiesProgram ManagementSupport program leadership in overall contract management, the development of budgets, and implementation of work plans, applying established Panagora policies and procedures.Support the day-to-day supervision and oversight of Activity Office program staff.Support Activity Office employee contract management, benefits allowances, and other contract requirements.Recruit and field full-time and short-term personnel based on scopes of work and draft agreements in accordance with Panagora contractual policies.Track consultant assignments and billing on a monthly basis to support the correct and timely completion of timesheets.Draft and initiate requests for approvals for new staff to the client.Coordinate travel arrangements, review and process expense reports for approval.Establish, maintain, and develop a smooth working relationship with activity staff, consultants, subcontractors, and clients.Support communications between home office, field office, and technical and management staff to ensure regular, open communication, including note-taking at routine team meetings.Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies, and support the development of new projects.Support the team in developing high-quality technical deliverables and incorporating high-impact technical interventions into programs.Provide project management and analytical support in various ad hoc corporate and project-level initiatives.Support the development of presentations, report-outs, and trainings.Support contract reporting, deliverables, documentation, and procurement of goods and services.Support project start-up and close-out activities.Foster an inclusive, respectful work environment consistent with Panagora’s values related to diversity, equity, and inclusion.Conduct critical review and reporting of project financials; track project activities and cost categories in line with the approved budget, forecasting, and evaluation of burn rate.Coordinate and monitor the financial, administrative, and technical aspects of the project in line with Panagora policies and donor requirements.Update, review, and maintain subcontracts and modifications.Conduct quality reviews and validation of monthly invoices supporting documents for accuracy and submission to the client.Maintain, and update financial databases and spreadsheets and generate various financial reports as required.Set up and review purchase orders and work orders in Deltek Costpoint for project staff and consultants and check to ensure they have all the relevant information and are coded correctly.Interface with functional support areas, including Finance and Administration, Contracts, Human Resources, peers, and liaison for the project.Requirements
Bachelor’s degree in public health, international development, or relevant field with 3-5 years’ paid work experience OR advanced degree with 1 year paid work experience in a relevant field required.Work experience in international development required.Demonstrated experience in international development programming with USAID or similar contractor or donor required.Demonstrated program management experience required.Experience in developing collaborative relationships, particularly with field-based staff preferred.Solid understanding of field needs and how HQ can support a field office to deliver quality results on time within budget preferred.Strong change management, results-oriented and decision-making skills.Excellent presentation skills and verbal and written communications skills required.Excellent skills in facilitation, team building, and coordination preferred.Strong interpersonal skills and ability to work independently and within a team preferred.Demonstrated self-starter with leadership skills, versatility, and integrity.Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.Demonstrated experience with MS Office software suite (Word, Excel, PowerPoint, etc.) required.Preferred QualificationsExperience living and working in a developing country preferred.Proficiency in one or more foreign languages, specifically Spanish and/or French preferred.Reports to:
