These solutions must be aligned with business and IT strategies and comply with the organization’s architectural standards. Involved in the full systems life cycle and is responsible for designing, coding, testing, implementing, maintaining, and supporting application software that is delivered on time and within budget. Makes recommendations towards the development of new code or reuse of existing code.ESSENTIAL DUTIES:Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.Analyzes functional designs to develop specific technical requirements for application development.Develops solutions requiring analysis and research.Develops, codes and/or configures applications to meet the technical requirements.Determine and create database structures and indexed as needed to meet technical specifications securely and efficiently.Conducts sufficient unit and systems testing to ensure operation of software meets technical specifications.Develops acceptance test plans to ensure that software meets technical specifications.Develops sufficient technical system and operations documentation to ensure proper operation and maintainability of application software.Diagnoses software problems to determine cause and develops and implements appropriate solutions.Analyzes and de-bugs complex computer programs for the purposes of cross-testing, adding enhancements, and ongoing maintenance.Assists Software Quality Assurance and users in conducting acceptance testing to ensure software meets functional requirements.Conducts code/configuration reviews for junior technical staff for coding/security/design standard compliance.Assists user in developing their own computer applications in a variety of end users software tools.Provides consultation and technical assistance to users, development team and other IT staff.Maintains technical knowledge and proficiency within a changing system and network environment in order to develop the most efficient solutions and methodologies.Leads/participates in component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations.Liaison with product vendors for product discovery, knowledge, and support.Works on small to large, complex projects that require increased skill in multiple technical environments.Possesses knowledge in multiple business areas.Works on one or more projects as a project team member or as a team lead.Coaches/mentors junior technical staff.Exercise judgment in ensuring involvement of more senior personnel and experts.Promote a collaborative team environment and provide mentorship to junior-level analysts.Provides on-call support outside of normal working hours as needed.May be required to travel on Lottery business as necessary.Reports to management on status of products and technology in specific areas of expertise.Perform administrative duties, including submission of timesheets and activity reports in a timely manner.Perform other related duties as assigned by management.Attendance is an essential function of this position. 40KNOWLEDGE, SKILLS, AND ABILITIES:Strong knowledge of Adobe Creative Suite.Knowledge of advanced data processing concepts, terminology, and programming methodology and techniques.Knowledge of one or more high level computer programming languages.Knowledge of software engineering life cycle methodologies.Knowledge of relational database concepts and techniques.Knowledge of data feeds and data parsing using various XML technologies and SQL (stored procedures).Ability to learn new programming languages, hardware platforms, and to conform to Lottery programming standards.Ability to develop, test and debug computer programs.Ability to think logically and to analyze and solve problems.Ability to develop technical documentation, specifications, and reports.Ability to establish effective working relationships.Ability to plan, organize, and coordinate work assignments.Ability to learn, use, understand, and integrate new software and hardware technologies on an ongoing basis.Ability to interpret technical information and communicate effectively to non-technical staff and management. Ability to identify, analyze and define user system needs.Experience in systems analysis, design and a solid understanding of development, quality assurance and integration methodologies.OTHER JOB-RELATED REQUIREMENTS:Bachelor’s degree in Computer Science, MIS, Information Technology, or a related field (or equivalent years of experience).
