is seeking a qualified, trained, and capable individual to serve as the Program Manager, Office of Military-Civilian Transition, Defense Human Resource Activity.The Military-Civilian Transition Office (MCTO) requires programmatic research, analysis, assessments, product development, document drafting, recommendations, coordination, synchronization, and analytic support services for Service members preparing for their next step in life - whether pursuing an additional vocational trade or higher education, finding employment in the public or private sector, or starting their own business; or Reserve Component (RC) members and their families adjusting to pre- and post-activation, mobilization or deployment. MCTO designs cohesive, modular, outcome-based training, events, and courses that bolster and standardize the opportunities, services, and training to promote effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide.Major Responsibilities Include (not all inclusive):Assist with recruiting and identifying high-quality candidates, train new hires, and train incumbents on new systems, procedures, and processes.Collect data for reporting program progress and metrics for individuals and the program.Serve as IGH’s primary conduit for information flow to and from members of the DHRA-MCTO Team Members and the customer.Accomplish Human Resource (HR) objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees for the seven contractors who serve on the DHRA-MCTO Team.Communicate job expectations, planning, monitoring, appraising, and reviewing job contributions.Plan and review compensation actions while enforcing policies and procedures.Achieve operational objectives by contributing information and recommendations to strategic plans and reviews.Prepare and complete action plans, implementing and monitoring production, productivity, quality, and customer-service standards.Meet financial objectives by forecasting requirements, preparing an annual budget, analyzing variances, and initiating corrective actions as deemed necessary by the customer or IGH leadership.Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.Review, evaluate, and enhance all contract deliverables to the customer produced by each Resource Advisor.Enhance the department and organizational reputation by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishment.Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.Conduct ongoing and routine outreach to existing and potential clients.Identify, escalate, and resolve issues affecting successful project performance.Establish and maintain a close working relationship with subcontractors and prime contractor partners.Contribute to the overall corporate strategy development in the areas of Program Management and Business Development.Coordinate Security Clearances for DHRA-MCTO Team members with the Trusted Agent.Ensure information is transferred into Defense Enrollment Eligibility Reporting System (DEERS).Coordinate issuance of Common Access Cards in a timely manner.Execute onboarding tasks within DHRA-MCTO including assignment of a Trusted Agent for TASS Activities.Monitor attendance and performance of members of the CHRA-MCTO Team and approve timesheets daily.Conduct counseling of members of the DHRA-MCTO Team while documenting and making necessary corrective actions.Administer Personal Time Off in accordance with IGH policies and ensure accurate reporting of the same into prescribed online systems.Manage travel required to support the mission of the DHRA-MCTO Team, review, approve, and submit Requests for Reimbursement in a timely manner.Qualifications:Demonstrated staffing, planning, and personal expertise in “People Management” Skills.Ability to manage profitability of the Resource Advisor Program and promote process improvement systems.Sound Financial Management expertise and strategic planning capabilities.Expert skills at dealing with complex situations and analyzing complex data and information systems.Possess expert performance management and personnel enhancement skills.Applicants must be able to obtain a Secret Clearance.At Interactive Government Holdings, Inc.
