Job Description:Oregon Housing & Community Services (OHCS) is looking for a HARP (Homeowner Assistance and Reconstruction Program) Program Manager to join our Disaster Recovery & Resilience Division. This person will lead the Division’s Program Delivery Team housed within the Program Implementation Team. The Program Delivery Team in the division will be focused on how wildfire survivors experience ReOregon programs and the efficiency as they navigate through the intake system and through the complex and multi-layered process to ultimately lead to permanent housing recovery.

IMPORTANT INFORMATION

Working Condition: Hybrid - This position is a combination of working in an office environment and remotely.

This is a Limited Duration (LD), full-time, management service position.

This LD position is a project/grant position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

JOB ROTATION DETAILS

The duration of the job rotation will last through 06/30/25.

You must have your manager's approval before expressing interest in this opportunity. That written approval must be attached to your application.

You must be an employee in good standing (temporary and limited duration employees are not eligible) to apply.

The sponsoring work unit will provide funding for this assignment.

The successful candidate will remain eligible for cost-of-living increases and regular salary adjustments, as applicable, and will remain in their permanent classification and salary range.

The successful candidate may be eligible for work out-of-class compensation within this classification's salary range.

Upon completion of this assignment, the employee will return to their permanent position.

The assignment can be terminated at any time, by either party, without prejudice.

WHAT YOU WILL DO

Leads the Division’s Program Delivery Team housed within the Program Implementation Team.

Builds and maintains relationships with project partners, public and/or private lenders, philanthropic organizations, tax credit investors, key stakeholders, and other critical partner groups.

Provides critical analysis, input, and development of program activities that directly impacts multiple Agency partners and thousands of disaster survivors.

Implements and enacts policies and procedures for the selection and distribution of housing opportunity equitably among partners and survivors.

Defines and develops standard operating procedures, quality control checklists, and continuous improvement cycles.

Represents the Division in public settings and maintains important relationships with project partners.

MINIMUM QUALIFICATIONSA Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.-OR-Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

DESIRED ATTRIBUTES

Disaster recovery, resilience, response or emergency management experience.

Experience leading a team, developing program standards, operating procedures and operational strategies.

Ability to track operational risks and provide strategic solutions supported by qualitative and quantitative data.

Experience evaluating, interpreting and implementing federal and state rules and regulations.

Ability to build and maintain relationships with a diverse group of stakeholders.

Excellent presentation skills.

Experience promoting diversity, equity, and inclusion principles and practices in the workplace.
