Developmental Rotation: This provides an employee with the opportunity to acquire new skills. The employee is not expected to initially perform the full range of duties but is expected to develop the skills necessary to perform them during the term of the rotation. An employee on developmental job rotation shall normally retain the same salary rate.Career Enrichment: Provides the opportunity for an employee to use existing skills in a different setting. In this instance, the employee is expected to satisfactorily perform essentially the full range of duties from the beginning of the rotation.WHAT YOU WILL DO

Leads the Division's Program Delivery Team housed within the Program Implementation Team. The Program Delivery Team in the division will be focused on how wildfire survivors experience ReOregon programs and the efficiency as they navigate through the intake system and through the complex and multi-layered process to ultimately lead to permanent housing recovery. Leads a team as they develop program guidelines, standard operating procedures, operational strategies and employ a continuous improvement process through the lifecycle of CDBG-DR and ongoing state-funded projects.

Builds and maintains relationships with project partners, public and/or private lenders, philanthropic organizations, tax credit investors, key stakeholders, and other critical partner groups that enable the Division to gain acceptance and support of program delivery and policy implementation that effectively meets the needs of disaster survivors across the state.

This position provides critical analysis, input, and development of program activities that directly impacts multiple Agency partners and thousands of disaster survivors. This position will advise through the analysis of complex issues; will review, recommend, and implement best practices; develop communication protocols to relay consistent branding and message content to inform internal and external stakeholders on new programs and changes to existing processes. The Program Delivery Lead will provide final review and analysis of complex programmatic opportunities and challenges to division leadership, making final evaluations on behalf of the section.

The Program Delivery Lead will, in coordination with the DRR Policy section, implement and enact policies and procedures for the selection and distribution of housing opportunity equitably among partners and survivors. This process must be done in collaboration with policy and must be done in partnership with local recovery organizations as appropriate.

Through coordination with the OHCS DRR Policy and Compliance sections, this position will define and develop standard operating procedures, quality control checklists, continuous improvement cycles and employ data-driven decision-making consistent with the division's mission of providing equitable and expediated access to long-term recovery programs and supports.

The Program Delivery Lead will represent the Division in public settings, at the Housing Stability Council to present voting and provide briefings as needed and will maintain important relationships with project partners. This position will also lead the internal coordination within the Agency related to case management and wraparound services, especially but not limited to the CDBG-DR programs.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.-OR-Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

DISASTER RECOVERY & REILIANCE

The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
