This position serves as the Talent Management Director for the Department. In this role, you will direct the Department’s Talent Management programs including Employee Onboarding, Classification, Recruitment, Human Capital Management (HCM), and Human Resources Management Systems (HRMS). Essential Functions

Subject to management approval, serves as the Talent Management Director for the Department of Innovation & Technology (DoIT).

Exercises principal programmatic responsibility for all processes and procedures for talent management, employee onboarding, recruitment, employee engagement, communication, employee retention and HCM/HRMS modules for the agency.

Through subordinate managers and staff, directs, reviews and evaluates DoIT’s Employee Onboarding Program and HCM/HRMS Programs.

Serves as full-line supervisor.

Oversees all aspects of talent management to ensure compliance with the CEP, Personnel Rules, Personnel Code, Collective Bargaining Agreements and Shakman Decree.

Provides technical, expert advice and guidance to management and staff concerning all talent management.

Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in business or public administration.

Requires four (4) years of progressively responsible administrative experience in human resources, personnel or talent management in a public or business organization.

Requires three (3) years of experience supervising a team of human resources/personnel professionals.

Preferred Qualifications

Four (4) years of experience in talent management in a public or business organization.

Four (4) years of professional experience in the development of talent management/human resources strategies, policies, processes, and procedures for improvement of program services.

Four (4) years of experience ensuring statutory, regulatory or policy compliance.

Four (4) years of experience in personnel related systems such as Personnel Examination and Eligibility Record System (PEERS/IMSH), DocuWare, and SuccessFactors.

Three (3) years of experience utilizing and interpreting the IL Personnel Code, Personnel Rules, Pay Plan, Collective Bargaining Agreements, Executive and Administrative Orders and Governor’s Comprehensive Employment Plan (CEP), or similar.

Ability to analyze administrative programs and adopt an effective course of action.

Developed verbal and written communication skills to present information with precision and clarity.

Ability to gain and maintain effective working relationships.

Thorough knowledge of Microsoft Office products including Word, Excel, Teams, Outlook, SharePoint, and Access.
