The Department of Innovation & Technology (DoIT) is seeking an organized, professional and results-oriented individual to serve as the Talent Acquisition Director to lead the Department’s talent acquisition and hiring initiatives. This position possesses full administrative authority to determine and execute all related policies, procedures, processes and programs. The ideal candidate will have talent acquisition and hiring experience, excellent organizational skills and strong leadership abilities. Essential Functions
Subject to management approval, serves as the Talent Acquisition Director for the Department of Innovation & Technology (DoIT), developing, establishing, and implementing agency policies, procedures, rules and regulations for the Department’s Talent Acquisition program which includes Group Hiring and Enterprise Hiring.Exercises principal programmatic responsibility for all processes and procedures for Talent Acquisition including developing, implementing, reviewing, and evaluating DoIT’s state-wide talent acquisition activities in support of DoIT’s group and enterprise-wide operational needs.Directs the DoIT hiring process to ensure compliance with the Department of Central Management Services (CMS), CEP, Personnel Rules, Personnel Code, Collective Bargaining Agreements and Shakman Decree.Through subordinate managers, directs, reviews and evaluates DoIT’s talent acquisition activities, conferring with subordinate managers to develop and coordinate section operations to ensure efficiency of processes and effective utilization of resources.Serves as full-line supervisor.Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in public or business administration. Requires four (4) years of progressively responsible administrative experience in human resources talent acquisition, or employment marketing in a public or business organization.Requires three (3) years of experience supervising a team of human resources/talent acquisition staff.
Preferred Qualifications
Four (4) years of professional experience in talent acquisition, hiring, and/or employment marketing.Four (4) years of professional experience in the development of talent acquisition/human resources strategies, polices, processes, and procedures for improvement of program services.Four (4) years of experience ensuring statutory, regulatory or policy compliance.Four (4) years of experience utilizing and interpreting the IL Personnel Code, Personnel Rules, Pay Plan, Collective Bargaining Agreements, Executive and Administrative Orders and the IL Central Management Services (CMS) Comprehensive Employment Plan (CEP), or similar.Thorough knowledge of the State of Illinois interview and hiring processes, or similar.Ability to analyze administrative problems and adopt an effective course of action.Ability to develop and maintain cooperative working relationships.Demonstrated verbal and written communication skills.
