Description
The
Airborne Electronic Warfare Director
will be responsible for the successful delivery of a current portfolio of programs as well as the growth and capture of new programs with the Naval Surface and Aviation Solutions market and emerging markets as directed by the VP.
This role is located in Oxnard, CA.
The Director will lead multiple program managers with a variety of programs focusing on Airborne Electronic Warfare and Naval Aviation programs, including enterprise information technology (IT), mission IT, engineering services and professional services in support of complex aviation related missions. The Director will maintain a ratio of 75%/25% direct/indirect funding split between customer facing requirements and indirect tasking, up to and including portfolio management, enterprise growth initiatives, opportunity identification/development and strategic growth initiatives.
The Director will also be responsible for oversight of all programs within the directorate, ensuring alignment of cost, schedule and performance requirements, including margin improvement and on contract growth initiatives.
The Director will supervise and lead assigned program managers in accordance with contract requirements to include technical, schedule, cost, and financial performance of all their respective programs.
The Director will work with recruiting and their PMs to staff open requisitions quickly and work to improve employee retention, as well as maintain appropriate span of control within programs.
The Director will also develop succession and training plans to develop and mature the workforce in support of current and growth requirements.
The Director is responsible to the market Vice President (VP). Candidate will be expected to participate in leadership meetings as required, and communicate program status and performance.
The Director will be responsible for customer engagement strategies, meetings on behalf of awarded work, as well as new growth objectives. They will manage current customer relationships, and assist the market VP to develop and execute to the overall growth strategy, and enhance our core capabilities in support of current and future customer technical requirements.
The Director will develop productive relationships with customers and industry partners alike to integrate technology into platforms and develop strategies to support the Warfighter.
The Director will submit progress reports, attend industry events, and respond to ad hoc data calls.
The Director will support and align directorate efforts to the market’s Objectives and Key Results (OKR’s) initiatives. They will use their knowledge of naval surface and aviation systems, processes, standards, and methods to help develop, implement, and deploy engineering solutions and services for use on individual programs and throughout the Navy Business Group.
For growth opportunities:
The Director may contribute to opportunities in business development, capture management and/or proposal support resource.
The Director will be expected to develop proposal response content, perform as a reviewer and mentor other personnel to grow in this area. This position is expected to be at least 25% (up to 50%) growth oriented and position requires the ability to develop market and customer growth strategies, to create executable plans and build a pipeline to achieve the strategy, to closely interact with the potential customers on current and future opportunities, to lead the development of solutions, and to ensure the capture of new work.
The Director will lead and manage a team of teams, be responsible for ~>175 employees, and the proper staffing of all programs.
Qualifications
EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITY:
Experience in successfully organizing and leading large teams at senior levels.
Experience with forecasting, monitoring, and planning financials with a focused effort at driving growth.
Demonstrated business acumen with successful leadership and delivery of large technical programs to DoD customers, particularly Naval customers.
Program management experience at the senior level and experience leading a portfolio of programs including managing and mentoring junior to mid-level program managers.
Experience identifying, maturing and delivering engineering and IT solutions in support of naval aviation and/or sea services programs at all phases of the acquisition lifecycle.
Expert-level written and verbal communication skills to include customer presentations, and development/use of metrics as a management tool.
Extensive proposal experience leading technical solution development on large and small opportunities.
Experience identifying and performing program assessments in search of margin improvement and on contract growth opportunities.
Knowledge of contracts and contract management/execution strategies. Knowledge of navy PPBE process and appropriation usage on contracts.
Extensive experience required engaging with functional/support organizations such as contracts, procurement, project control, finance, facilities, talent acquisition and human resources.
Regular interaction across all levels of management. Interactions may involve difficult and/or controversial situations, customer negotiations, or influencing and persuading other senior level managers that result in the best business outcomes.
Creating and maintaining a collaborative environment conducive to the professional growth and development of the team and the free flow of information throughout the entire organization.
Demonstrated experience developing high performance teams and a growth organization.
TYPICAL EDUCATION AND EXPERIENCE:
Master’s degree and Fifteen (15) years or more program and/or portfolio management experience. A degree in a technical discipline is desired, but not required. Experience may be substituted for Master’s degree but a minimum of Bachelor’s degree is required.
CLEARANCE REQUIREMENT:
Secret clearance with ability to obtain Top Secret.
Target salary range:
$200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
