TERMS OF EMPLOYMENT:

The Board of Education, upon the recommendation of the Superintendent of Schools, shall appoint the Director of Maintenance and Facilities. The annual period of service for the Director of Facilities and Maintenance shall be 225 days.

PRIMARY FUNCTION:To provide all critical aspects of facilities management, including maintenance, construction, energy management, facilities emergency response, budgeting, and personnel management. This position is essential to the planning, organizing and directing the maintenance, repairs, alteration and/or modifications of district buildings and grounds; serving as the district representative in planning and developing facilities and new construction; ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines; preparing and managing the annual budgets for the maintenance, grounds and custodial departments; and ensuring optimal utilization of personnel and other resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Other duties may be assigned.

Develop and implement departmental policies, procedures, and standard operating procedures (SOPs).

Train, mentor, supervise, and evaluate facilities and custodial staff.

Collaborate, communicate, and coordinate with colleagues, supervisors, and stakeholders.

Lead and oversee the Facilities Maintenance and custodial teams.

Create and manage both short- and long-term maintenance plans (e.g., emergency response, energy management, and annual budgeting) to ensure optimal use of district resources.

Plan, coordinate, and supervise proactive, routine, and preventive maintenance to ensure all facilities are well-maintained and operational.

Support emergency responses, severe weather events, and system-wide school closures.

Oversee facility rentals and manage the coordination of building and field usage.

Organize and manage special events to ensure proper facility readiness.

Develop and manage facilities and custodial budgets, monitoring expenses to remain within budget while identifying cost-saving opportunities.

Manage vendor contracts, negotiate service agreements, and oversee documentation, including contract renewals.

Ensure all construction projects meet building codes and safety regulations.

Manage projects (e.g., repairs, construction, and preventive maintenance) to ensure timely completion, adherence to design, and budget alignment.

Collaborate with contractors and architects on school system construction initiatives.

Inspect new construction, repair projects, equipment, work orders, and daily maintenance activities to confirm compliance with local, state, and federal regulations. Approve inspection reports and payment requests.

Oversee the repair and maintenance of critical infrastructure, including HVAC, electrical, and plumbing systems.

Maintain elevators and lifts, ensuring regular inspections and upkeep.

Implement energy-saving initiatives to reduce the district’s carbon footprint and utility costs.

Monitor energy usage and propose strategies for improving energy efficiency.

Advocate for sustainability practices across the district.

Attend relevant state job-alike meetings.

Provide guidance on water conservation and energy-saving techniques.

Oversee the purchasing, storage, and inventory management of facilities and maintenance equipment and supplies.

Manage the maintenance and service records for Facilities and Maintenance vehicles.

Research new products, laws, and regulations to inform purchasing recommendations and maintain district-wide services.

Monitor financial activities and fund balances of assigned programs to ensure expenses remain within budget and adhere to fiscal guidelines.

Participate in meetings, workshops, and seminars to share and gather necessary information.

Proficiency with facility management software (CMMS or CAFM systems).

Maintain personnel records, including attendance and absences.

Recommend new hires, promotions, transfers, or terminations to ensure adequate staffing and productivity, while staying within budget.

Maintain a professional literature library for reference.

Participate in professional development and staff training programs.

Strong communication and project management abilities.

Attend seminars and conferences on Facilities and Maintenance Administration.

Perform other duties as assigned to ensure the department functions effectively and efficiently.

Problem-solving and decision-making skills, especially in emergency or critical situations.

Supervise custodial services to ensure that buildings are cleaned to a standard that supports teaching and learning without disruption.

Create and deliver reports to the COO on a regular basis.

SUPERVISORY RESPONSIBILITIES:Supervise personnel in facilities, maintenance and custodial services.

EDUCATION and/or EXPERIENCE:

Bachelor's Degree.

Master's Degree (optional but preferred).

Certifications preferred:

Certified Facility Manager (CFM)

Facilities Management Professional (FMP)

Certified Educational Facilities Professional (CEFP)

Sustainability Facilities Professional (SFP)

OSHA Safety Certifications, LEED Accreditation

Building Operator Certification (BOC)

HVAC or Electrical Certifications

Project Management Professional (PMP)

Certified Energy Manager (CEM)

Experience: 5-10 years of experience managing facilities or operations, ideally in a school or educational setting, experience managing building systems (HVAC, electrical, plumbing, etc.), grounds, and custodial services, familiarity with capital improvement projects, renovations, and general construction management. The role requires a solid educational foundation, technical knowledge, and leadership experience, with the ability to balance daily operational needs with long-term planning for capital improvements.

EVALUATION:Performance of this job shall be evaluated annually in accordance with provisions of the board's policy on evaluation of classified personnel.
