POSITION SUMMARYThe Program Manager of the Recovery Residence Association (RRA) is responsible for the implementation, administration, and day-to-day management of all aspects of the RRA program. This includes oversight of the RRA website, education and training, the Peer Review and Accountability Team (PRAT), and the Outcomes Measurement Group (OMG). The Program Manager plays a pivotal role in maintaining and enhancing the quality of recovery residences across San Diego County, ensuring compliance with RRA standards, and supporting the organization’s mission of fostering dignified, empowering recovery environments.DUTIES AND RESPONSIBILITIES

Lead the coordination and implementation of day-to-day activities and special projects, including the RRA Directory, education and training, vacancy tracking, Peer Review Accountability Team, and Outcomes Measurement Group.

Facilitate and support project meetings, ensuring effective communication between all committee members, subcontractors, operator members, and other project partners.

Manage timelines and program outcomes as defined by the RRA Project Scope of Work and Implementation Plan.

Implement and advance RRA strategies and activities in collaboration with the Housing Director.

Assist with the development of strategic plans and establish program performance indicators, ensuring timely implementation.

Oversee program operations, contractual compliance, and delivery of adequate, fair, and effective housing and housing-related supportive services.

Assist with developing, implementing, and maintain procedures as well as administrative monitoring practices and controls to obtain smooth and effective operations.

Oversee general programmatic communications, including social media, the program website, meeting reminders, and general partner inquiries.

Manage the RRA Program budget, assist with invoice submittal, and oversee programmatic financials.

Serve as lead staff to oversee all committees and work teams, and to facilitate communication between all committee members, subcontractors, operator members, and other project partners.

Assist with project and program reporting and evaluation.

Work with Housing Director and Evaluation team to collect relevant data for program outcomes and needs.

Facilitate trainings, workshops, and events for member operators, tenants, and key partners.

Providing programmatic technical assistance to RRA members, prospective members and other key partners

Monitor, evaluate, and supervise the operation of the San Diego RRA Membership Recruitment.

Provide ongoing training, coaching, and professional development opportunities for program staff to enhance their skills and knowledge in areas such as housing services, recovery support, harm reduction, conflict resolution, cultural humility, motivational interviewing and trauma-informed care.

Maintain a partnership with County of San Diego and participating community members in RRA.

Act as the Liaison with collaborating organization and the County of San Diego.

Represent CHIP and the RRA at meetings as well as maintain relationships with internal and external stakeholders, community coalitions, subcontractors, and clients.

Collaborate with other service providers and stakeholders within the continuum of care, including substance use disorder treatment providers, mental health agencies, housing authorities, and social service organizations, to coordinate services and supports for program participants.

Complete program monthly reporting to RRA Housing Director and County of San Diego COR.

Other duties as assigned.

EDUCATION/EXPERIENCE REQUIREDBA/BS degree in related field required; Advanced degree is preferred; combination of education and work experience will be considered. Two to three years of experience working in the housing field, particularly with independent living homes is preferred, but other relevant work experience will be considered. Must have experience facilitating/convening groups, collaborating on activities, developing programs, developing and implementing trainings, and working towards shared goals and objectives.

OTHER QUALIFICATIONS

Must be able to handle multiple tasks simultaneously and be flexible to adapt quickly to changes in the environment. Must be skilled at building strong working relationships within the CHIP member organizations, community partners and government agencies. Should be able to engage others in participative decision-making by building consensus and commitment. Experience as an effective project manager is required, with strong skills in working with and training employees. Excellent written, oral, interpersonal and presentation skills are required.

Starting salary: $63,000. Competitive compensation and benefits available. This position is funded through June 30, 2026, with the possibility of continuation based on renewal of funding.
