Under the administrative direction of the Boating and Winter Recreation Program manager, within the Policy and Government Affairs Division, this position provides management, oversight, and decision making for the statewide Clean Vessel Act Grant Program. This program was assigned to the Commission by the Governor and State Parks is the only state agency eligible to apply for federal Clean Vessel Act (CVA) grants.

The CVA Program Manager is responsible for creating and maintaining a statewide plan and for formulating budgets that support long-term sustainability of the program. The position is responsible for submitting two annual grant applications to the US Fish & Wildlife Service for coastal and inland grants. The position is also responsible for administering a statewide competitive grant program and contractually sub-award federal funds to local marina's, ports, non-profits, tribes, or other entities, to help keep Washington's waters clean of sewage by supporting the state's recreational boating pump out infrastructure.

Duties include, but are not limited to:

Manage Clean Vessel Act Grant Program:

Leads, manages, coordinates, and administers all aspects of the CVA Grant Program including strategic planning, promotion, securing federal grant funds, developing and monitoring annual budgets, administering competitive statewide subgrants, and completing all federal grant reporting requirements.Leads, manages, coordinates, and administer state-funded CVA activities and projects consistent with budget requests, budget provisions, or other guidance for use of state appropriations.Serves as the statewide point of contact for the CVA Grant Program.Represents the CVA Grant Program on committees and with external organizations such as the State Boating Program Advisory Council, the Department of Ecology No Discharge Zone Advisory Committee, the Recreational Boating Association of Washington (RBAW), and Northwest Marine Trade Association (NMTA).

Secure Federal Funding and Comply with Requirements for the CVA Grant:

Submits annual grant applications to the US Fish and Wildlife Service (USFWS) for the Inland and Coastal grants following the prescribed/preferred format and examples of prior years.Formulates annual budgets for both inland and coastal federal grants. Strategically assigns projects to open grants balancing estimated completion of the projects against grant spending timelines so that grant funds are spent within the allotted grant period.completes and meets deadlines for annual performance and close-out reports to the USFW.

Administers Statewide CVA Grant Program Subawards:

Attends USFWS sponsored Basic Grants Management and Advanced Grants Management courses and other grants administration-related trainings and meetings as necessary.Develops, implements, and ensures compliance with procedures for application, review, award, reporting, and ongoing management of subawards consistent with federal grant requirements and state contracting and accounting standards.Administer over 150 contracts statewide with public, private, nonprofit, and tribal governments. Approves expenditures of funds within the program budget and concurrence of the Boating Program Manager.

Promote CVA Grant Program with Perspective Grantees and Recreational Boaters:

Promotes the CVA Grant Program to build interest of public and private sector marina operators in applying for grants and installing and maintaining sewage pump outs and related infrastructure.Promotes the CVA Grant Program, pollution reduction, and use of sewage pump out facilities with the state's recreational boating community to grow a culture of clean boating, increase the number of gallons of recreational boater sewage pumped, and reduce pollution of state waters.Collaborates with the Boating Program's Communications Consultant to coordinate publicity and promotional activities to educate, inform, and encourage boaters to begin or increase their use of recreational boating pump out facilities.

Qualifications

REQUIRED QUALIFICATIONS:

A master's degree

and

two (2) years of program or project management experience including analysis, coordination or consulting with a variety of public and private agencies, organizations and/or state government.OR

A bachelor's degree

and

four (4) years of program or project management experience including analysis, coordination or consulting with a variety of public and private agencies, organizations and/or levels of government experience.AND

A valid driver's license.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
