Southern Oregon ESD (SOESD) is seeking a highly qualified professional to provide collaborative leadership for the effective management of human resources. SOESD is an established service organization providing a multitude of quality services for customers predominantly in Oregon, with business from across the nation, Canada and Europe. The Chief Human Resources Officer manages staff that support HR functions, and supports department leaders with personnel issues, while developing, recommending, and facilitating personnel policies, procedures, and practices that result in effective and efficient operations. The Chief Human Resources Officer also manages other specific operations as requested by the superintendent, such as the substitute management system, to meet SOESD’s and customers’ workforce needs.The successful candidate should have a sharp focus on supporting organizational outcomes, through recruiting, supporting, evaluating, and retaining staff, while promoting efficient and effective operations to meet business objectives. The Chief Human Resources Officer should possess strong skills in interpersonal and public relations, as well as effective conflict resolution. Working with the superintendent and department leaders, the Chief Human Resources Officer promotes and supports a positive culture with all staff in promoting efficient operations, while playing a collaborative role in the development of highly effective integrated organizational systems, including business/payroll services, and risk management.
