About this Role:

The Nurse Consultant (NC) I is responsible for monitoring and evaluation of the licensing of Psychiatric Residential Treatment Facilities (PRTFs), Psychiatric Health Facilities (PHFs) and Mental Health Rehabilitation Centers (MHRCs). The NCI will travel and conduct in-depth licensing inspections of these facilities, conduct investigations of complaints and unusual incidents regarding client medical care, prepare comprehensive written narrative reports of investigations and inspections, including conclusions and recommendations, and prepares written statements of deficiencies when deemed appropriate, advise and provide technical assistance to administrators regarding state mental health licensing facility requirements for uniform application of and compliance with state and federal laws, rules, and regulations pertaining to client care, including nursing, physician, pharmacy, social, and related service and respond to legal actions as an expert witness, Primary responsibility is for uniform application of and compliance with state and federal laws, rules and regulations pertaining to the clinical care of clients/patients received in DHCS licensed mental health facilities, which will include evaluation and consultation on the subjects of regulatory requirements, facility policy and procedure, nursing care services, physician services, pharmacy services, dietetic services and social and other related services. Responsibilities and duties include varied and complex tasks related to inspections, investigations, surveys, and evaluations of mental health facilities overseen by Mental Health Licensing Branch.

Travel, including overnight, by airplane, train, automobile, and other transportation, up to 30% of the time, is required.

Telework Information

This position is designated as a field-based position that regularly conducts site visits and interacts with health care partners, providers, or others. This position is eligible to telework up to five days a week in accordance with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.

The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee's designated office and residence subject to 37 regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
