Space Flight Systems Development and Operations Contract (SpaceDOC III) contract located at NASA's Glenn Research Center.

ResponsibilitiesActs as PM in the PM’s absence and has full authority and responsibility. The DPM is responsible for overseeing all ITAR activities and Education and Outreach. DPM reports to the SpaceDOC III PM for management and technical direction and manages and prioritizes contract wide labor resources using data from MS Project Server. Is responsible for predictive planning, resource management, and training needs.
E&S DM Role
: As a DM, is responsible for tailoring processes for efficiency, ensuring all groups/disciplines are operating efficiently and allocated appropriately across all projects. The E&S DM provides core technical expertise for personnel within the department. Coordinates with the BM, the other DM, and PjMs to prepare Work Plans, Integrated Master Schedules, and cost estimates to respond to BO/DOs. The E&S DM supervises the GLs who are Team SLI discipline leads for their discipline.
Qualifications
Minimum bachelors of Science degree in an engineering or technical discipline. Masters Degree OR PhD preferred.
+15 years experience in program management or operations management. This experience should be in the aerospace industry with a preferred emphasis on test and R&D operations and facilities with NASA of DoD. Experience managing workforce with 75 or more employees is preferred.
Knowledge and experience aerodynamic and aerothermodynamics testing subsonic through hypersonic, thermal vacuum testing, aircraft engine components testing, turbo machinery testing, materials testing, microgravity, cryogenics and a propellant testing is preferred.
Direct experience with management of people and programs for cross utilization and cross training facility personnel is preferred.
Experience with marketing and business development of test services is preferred.
Experience with developing and managing contract teams in a seamless, integrated, badge less manner Is preferred.
Direct experience with program management in a performance based contract environment is preferred.
Strong background with operations, maintenance, testing, engineering, quality assurance (ISO 9001), safety assurance, and project management.
Direct experience with implementing organizational change, close partnering with customers in an operations environment to initiate change is preferred.
Track record of initiating process improvements and cost reductions, and history of successfully managing schedules and budgets in an operations environment is preferred.
