In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position will move to DCYF in July of 2025.

Job Summary

This position, as part of the Department of Children, Youth, and Families (DCYF) Payroll & Accounts Payable team, enters payments into SWIFT, which results in vouchers related to invoices received from outside vendors, interagency and intra-agency vendors. These payments relate to contracted professional services, grant payments, purchased services, building rents and many other administrative payments. The incumbent will be responsible for the more complex payments; monitoring, trouble shooting, and reconciling problem payments, preparing expenditure corrections, Stop Payment requests, journal and vouchers.
Responsibilities include but may not be limited to:
Receive and process invoices received for monthly central office administrative payments .Enter payment vouchers related to invoices received from outside vendors, interagency and intra-agency vendors into SWIFT.Import and index previously paid invoices and support documents into EDMS.Assess information provided by an electronic file that is sent to Accounts Payable by following pre-established procedures related to the IWP program.Review and process bi-weekly employee business expense claims, requests for temporary and/or annual travel advances and related settlements .Acts as a backup contact for employee direct deposit issues.Assists with the quarterly Uncashed Warrants review process for the agency.Qualifications
Minimum Qualifications

Customer service experience working in a business-to-business environment sufficient to interact effectively with individuals having differing backgrounds to provide prompt, courteous and accurate information on the phone and through e-mail.Data Entry skills to process a high volume of employee time records and expense reports in a timely, accurate manner, ensuring entry is completed by deadlines.Database management skills sufficient to navigate and utilize multiple database systems, software applications and using multiple monitors.Proficient with Microsoft Excel, Word, Outlook, and SharePoint skills.Math skills sufficient to calculate review and reconcile financial data.Preferred Qualifications
Knowledge of expenditures, budgets, cost accounting, and governmental accounting principles.Effective written and oral communication skills.State of MN Payroll Knowledge.SEMA4 experience.Prior Union Contract knowledge.Variety of experiences working effectively with others from different backgrounds and cultures.Additional Requirements
