The project engineer will plan, execute, and finalize projects, meet deadlines and within budget guidelines. This includes acquiring resources, working with team members, and third-party contractors or consultants to deliver projects according to plan.RESPONSIBILITIES:• Fulfill Project Engineer duties for small through large scale capital and expense projects.• Implement and follow the refinery Front End Loading (FEL) Project Planning system on all assigned projects.• Ensure projects are developed with safety, environmental stewardship, and reliability at the forefront of the project goals.• Assist with developing, tracking, reporting, and reacting to appropriate metrics for measuring and improving success of project strategies implemented.• Contribute to the overall management of the site’s capital and expense projects portfolio.• Assist in developing project engineering and project management systems to drive consistency across the project engineering group.• Be responsible for the overall capital project cost and schedule control.• Prepare weekly project reports, capital spending reports, cash flow planning, and forecasts.• Collaborate with other engineers and customers within the plant to ensure the mission, objectives, and strategies are executed consistently to support the plant as intended.• Work closely with various refinery departments understand their needs and respond accordingly to develop the appropriate scope for projects assigned.• Work within cross-functional teams to author/develop project specifications and commission documents.• Develop capital project conceptual designs, preliminary budgets, and schedules.• Develop bid package documents for design services, construction services, and major equipment items as appropriate.• Become a subject matter expert on new processes or equipment associated with assigned projects and be responsible for knowledge transfer to the project customers.• Manage third party engineering firms and ensure they are performing up to defined expectations.• Lead field execution of approved projects to ensure project execution complies with plan and meets agreed quality, cost, and time parameters in a safe and environmentally sound manner.• Manage conflicts that arise throughout the development and execution of projects.• Ensure safe execution of all work related to assigned projects.• Work with Maintenance and Reliability Groups to develop the best strategy for project data procurement and turnover at the end of project.• Ensure all pertinent information required to run and maintain equipment and processes is assembled in orderly fashion and turned over to refinery groups responsible for safe operation.• Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects within area of assigned responsibility.• Reviews design for compliance with engineering principles, company standards, customer contract requirements, and related specifications.• Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems.• Prepares bid packages and equipment inquiries. Participates in evaluation and selection process.• Controls expenditures within limitations of project budget.• Prepares interim and completion project reports.• Directs all activities associated with project implementation and successful completion.• Directs draftsmen with project drawing requirements.• Performs safety audits and safety evaluations of contractors and plant personnel.• Additional duties as assigned.REQUIRED EDUCATION/EXPERIENCES:• Bachelor’s Degree (B.S) in Engineering, Engineering Technology, or related discipline• 2+ years of experience in refining or related industry preferred.COMPETENCIES:• Possess an excellent personal safety record.• Experience with safety training, planning, and troubleshooting preferred.• Experience in a disciplined FEL 0-7 Project Management System preferred.• Basic ability to design equipment and systems.• Basic ability to assess, project and review overall project costs.• Experience at leading and operating both independently and within a team-oriented, collaborative environment required.• General business, accounting, and financial skills.• Proficiency in MS Project, Word, Excel, and Outlook.• Strong written and oral communication skills.• Demonstrated ability of directing engineering firms and field execution contractors• Ability to wear all required PPE, including respirators.• Pre-employment screening is based on the job requirements and industry guidelines and may or may not be required for the position.
