Summary

:

The Director, System Patient Placement RN, is a registered nurse who provides leadership and direction for the RUSH System Patient Placement and the Rush Transfer Center team. This individual is responsible for the incorporation of clinical processes into workflows that enhance the patient placement experience across the continuum of care resulting in optimal patient throughput while maximizing the efficient and appropriate use of both human and RUSH system resources. Facilitates a collegial, patient-centered environment that is supportive of continuous quality improvement. The Director, System Patient Placement RN exemplifies the Rush mission, vision, and values and acts in accordance with Rush policies and procedures.

Knowledge

:

Current State of Illinois Registered Nurse licensure required.

Bachelor’s degree in nursing required.

Master’s degree in nursing or related field preferred

Progressive clinical nursing experience with demonstrated leadership abilities.

Experience with clinical documentation or other clinical applications preferred.

Skills

:

A high level of analytical ability is required.

Demonstrates the ability to work in complex clinical or administrative systems or programs.

Communication skills are required to lead, teach and persuade others.

Able to present to large groups.

Abilities

:

Work requires the ability to navigate throughout RUSH University Medical Center with occasional need to commute to RUSH Oak Park Hospital and RUSH Copley

Work requires lifting or carrying objects 35-40 lbs.

The ability to check documents for errors, use a keyboard or other device to enter or retrieve data, and closely examine or review images or reports is required.

Responsibilities

:

Leads operations of RUSH System Patient Placement (bed management/bed control), Rush Transfer Center, and RUMC Discharge Suite

Directs, monitors and evaluates the clinical and operational aspects of Patient Placement, Rush Transfer Center, and RUMC Discharge Suite including responsibility for all scheduling and payroll duties

Guides bed management coordinators to assure seamless patient throughput and delegates effectively to other members of the team.

Champions customer service and builds a service-oriented, effective team of clinical and non-clinical personnel.

Monitors, evaluates and intervenes, when necessary, in clinical and administrative issues.

Achieves and maintains compliance with regulatory standards.

Ensures that staff utilizes the information systems and other technological supports to their optimal capacity.

Facilitates communication among departments such as admitting/patient access, operating room, emergency department, and interventional areas to plan, implement, and evaluate patient admission, discharge and placement processes.

Manages human resources.

· Recruits, develops, and evaluates clinical and non-clinical personnel.

· Ensures that staff meets minimal and annual competence.

· Builds an effective team of clinical and non-clinical personnel.

· Ensures clinical and non-clinical staffing based on demand, volume and census.

· Delegates effectively to the team.

· Mentors staff in development of delegation and management skills.

· Identifies educational needs of clinical and non-clinical personnel and provides educational opportunities for skill development.

· Models advanced problem-solving skills.

Manages financial resources.

· Assists system director in evaluation of personnel, operational, project and capital budgets for the department.

Directs the quality improvement process within the department.

· Maintains and oversees effective processes and information systems to optimize patient flow.

· Evaluates the effectiveness of new procedures, equipment, and communicates outcomes accurately and appropriately.

· Facilitates staff participation in RUSH System quality improvement education and initiatives.

Strategic Management and Technology

· Maintains and analyzes appropriate metrics to contribute to forecasting and strategic planning for patient flow processes.

· Keeps abreast of industry trends and anticipates needed changes.

· Assists with implementation of RUSH system goals and initiatives.

Functions as the bed management RN as needed.

· Forecasts the future (imminent and one-week projected) bed situation utilizing ER activity, reservations, OR/Procedural/Radiology schedules, and anticipated discharges.

· Coordinates communication among nursing, Clinical Staffing Office (CSO), Patient Access, Environmental Services, Patient Transport, Case Management, the Rush Transfer Center (RTC), the Administrator on-call/ House Supervisor and all other patient admission/discharge/transfer points.

· Oversees development and implementation of a daily bed triage plan that will optimize the timely and clinically appropriate patient placement based on the above information.

· Provides direction to the clerical staff in determining bed assignments based on the patient’s clinical needs and personal preference (as appropriate), unit staffing and age-appropriate bed availability.

· Assists nursing unit management/charge nurses in problem solving discharge/transfer and bed availability issues.

· In the event of multiple requests/limited availability of specialty beds, assesses the patients to determine their immediate clinical requirements and evaluates unit activities/resources to establish the priority for patient transfers/placement across the institution.

· Activates Capacity Management Plans to prevent the interruption/ cancellation of pre-scheduled admissions, procedures, surgeries etc. and to avoid the implementation of the hospital “Bypass” procedure.

· Implements the patient surge plans for use in the event of external or internal emergency.
