Job Summary:

Conducts financial/background investigations of vendors and individuals. Oversees compliance audits of the gaming facility, reviews all regulations promulgated by NIGC and the State of Oregon to ensure Commission regulations are current. Contributes to the Grand Ronde Gaming Commission's (Gaming Commission) mission of developing and enforcing rules, regulations, standards, ordinances and policies affecting gaming operations for the protection of the Tribe and gaming public, thereby maintaining honesty, fairness, integrity and security of the gaming operation.

Essential Functions:Plans, coordinates and oversees compliance audits of the gaming operation.Reviews audit responses to determine if management has appropriately addressed all issues.Performs special audits and investigations as directed or required.Works closely with Commission staff to coordinate and review audit work.Works closely with Oregon State Police - Tribal Gaming Section on audits and investigations.Works independently and performs audit procedures as needed or assigned.Reviews reports of audit results.Ensures compliance of Casino IT with Gaming Commission Minimum Internal Control standards and Regulations.Reviews all changes, additions or modifications to the Casino's critical IT network systems.Reviews and prepares revisions to the Regulations, Minimum Internal Control Standards, Game Rules and game approvals.Evaluates proposals for new games and prepares submission to Oregon State Police for review.Performs research relating to other gaming jurisdictions rules, regulations and policies.Monitors vendor compliance with game approval requirements.Reviews documents relating to gaming compliance with federal laws and rules, and Gaming Commission Regulations regarding currency transaction reporting. Reports exceptions.Reviews documents relating to variances and investigates exceptions.Work closely with the Casino personnel for policy and procedure compliance with Minimum Internal Control Standards, Regulations, and Game Rules.Attends meetings and approves administrative documents in the supervisor's absence.Plans, coordinates and conducts complex financial and background investigations of vendors.Reviews Securities and Exchange Commission (SEC) filings, financial statements and tax returns.Performs Reviews background investigations on owners and managers of vendors conducting business with the gaming operation. Performs limited investigations on non-gaming vendors as required.Prepares correspondence, reports and summaries of investigations.Invoices all vendors for licensing and investigative fees.Performs a variety of other duties as assigned by supervisor.Supervisory:

Provides day-to-day supervision of assigned staff in accordance with Tribal Laws, policy, and procedures.Supervises internal audit function.Schedules staff and evaluates performance and conducts performance evaluations for assigned staff.Manages Gaming Commission compliance functions.Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.Serves as a mentor, as requested, for Tribal career developmentEducation, Experience, and Licenses:

Requires a Bachelor's Degree in business, accounting, information technology or a related field of study.Requires three (3) years audit or public accounting.Requires two (2) years of IT network administration or network security.Requires three (3) years supervisory experience.OR equivalent combination of education, training and experience.Driving Requirements:

Must maintain a valid Oregon driver's license or obtain one upon hire, qualify for the Tribe's vehicle insurance, and provide proof of personal vehicle insurance.Qualifications,

Registrations, and Certifications:

Professional certification (CPA, CFE or CIA) preferred.Requires CJIS security clearance.Regulatory experience and/or gaming industry experience preferred.General knowledge of accounting and auditing practices and procedures required.Requires knowledge of information technology functions, including network engineering, system administration and network security.Knowledge of all gaming and non-gaming departments preferred.Ability to work and complete tasks independently required.Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form required.Ability to read, analyze and interpret documents such as technical procedures and governmental regulations required. Ability to write routine reports and correspondence required.Ability to perform calculations such as discounts, interest, commissions, proportions and percentages required. Ability to apply concepts such as fractions, percentages ratios, and proportions to practical situations required.Requires skill in use of computer equipment, standard software and specialized investigative software. Must have the ability to learn and use Commercial Database Software.Must possess excellent interpersonal skills and communicate effectively. Considerable tact is required in explaining and discussing difficult information.Ability to handle a variety of tasks with frequent interruptions and meet established deadlines required.Works with confidential/sensitive information; must sign a Confidentiality Agreement, and sign and adhere to a Code of Ethics.As a condition of employment, the employees of the Gaming Commission are prohibited from working in any gaming related positions at the gaming facility for a period of 12 months after termination of employment, unless waived by the Commission.Knowledge of and sensitivity to Native American culture is required.Environmental Factors and Conditions/Physical Requirements:

Continually requires the ability to express or receive detailed information or important instructions through oral communication.Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.Occasionally requires lifting of up to 40 pounds.This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.May be called upon to serve as a Disaster Reservist during emergencies.Local travel is occasionally required. Travel outside of the state is infrequently required.
