Our Digital Transformation Consulting Division (DTD) specializes in high-end consulting that is solving the federal government’s hardest problems by delivering performance-based and outcome-driven digital transformation solutions. Seeking an experienced PPBE Subject Matter Expert Subject to assist in the modernization and support of technical solutions for Air Force PPBE efforts. The ideal candidate will have expert knowledge of Air Force PPBE policy, process, organization, data, and systems. They will assist with user workshops geared towards transforming business processes (e.g., inputs, outputs, to-be standardized process). They will leverage their understanding of the PPBE business processes to identify functional requirements, and to translate the requirements, processes, and controls into technical requirements fit for consumption by development teams. They will be able to support the adoption and advancement of the fielded solution.
This person must be in the DC Metropolitan area, with the ability to work onsite in the Pentagon 5 days a week.
Responsibilities:
Leverage personal expertise to gather and shape customer requirements that will inform solution development. Facilitate communication between customer stakeholders and developers to ensure understanding between both communities.
Design and implement digital transformation strategies that meet customer requirements and provide exceptional value to the taxpayer.
Collaborate with cross-functional teams to ensure alignment between requirements gathering, development, testing, and training teammates.
Conduct impact analyses and identify key stakeholders to help shape and implement change management efforts.
Develop and deliver communications that clearly articulate program information to various stakeholders.
Identify resistance and performance gaps, and work to develop and implement corrective actions.
Provide direct support and coaching to managers ranging from first-line supervisors through senior executives as they help their teams through transitions.
Integrate requirements development processes into the project plan and ensure strategic alignment with business goals.
Conduct post-implementation reviews and contribute to the refinement of methodologies.
Support the Change Control processes and Review Boards to ensure appropriate categorization and disposition of all requested changes.
Reconcile conflicts; decompose high-level information into the appropriate level of detail for team members; and participate in peer reviews of requirements documentation.
Collaborate with software development / configuration, test, and management team members.
Basic Qualifications:
10+ years of experience with Air Force PPBE policy, process, organization, data, and systems.
Preferred Qualifications:
Bachelor’s degree in computer science, Engineering, Information Systems, Mathematics, or a related field
One or more of the following certifications: Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), DoD Financial Management Certification, Level III
Certified Acquisition Professional, Business (BCF) Level III.
Proven experience as a PPBE thought leader with a track record of developing and promulgating transformation solutions in various organizations.
Familiarity with project management approaches, tools, and phases of the project lifecycle.
Exceptional communication skills, both written and verbal, with the ability to clearly articulate messages to various audiences.
Ability to establish and maintain strong relationships and to influence others and move toward a common vision or goal
Active Secret level clearance.
