SUMMARY: Develop, maintain, and support a variety of geographic information systems (GIS) datasets and maps for the City of Katy's planning and development services operations. Provide mapping support to internal staff and the general public.

Essential duties and responsibilities may include, but are not limited to, the following:Perform data conversion/projection and integration of external data sources into GIS. This includes interpreting and researching legal documents; digitizing cartographic data; and entering or analyzing demographic and geographic data.Conduct research to locate and obtain databases.Gather, analyze, and integrate spatial data into existing GIS.Develop, maintain, update, and retrieve information for various GIS datasets including geodatabases, shapefiles, layers and within a spatial database engine (SDE).Produce maps and related graphics (both digital and paper) for public hearings, meetings, other public forums, and other department needs such as reports, publications, or related documents.Prepare metadata and other documentation.Move, copy, delete and add files, drawings, and maps to output reports in hard copy transfer.Enter new map data through direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.Operate and maintain GIS system hardware, software, plotter, copier, and other misc. equipment.Answer questions regarding maps, subdivisions, streets, and related information to the public as well as to other City departments.Assist in the preparation of reports.This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).Participates as a member of the Emergency Management Team.Perform other duties as required.MINIMUM QUALIFICATIONS:
Education, Training, and Experience Guidelines:
Associate Degree in Geography, Computer Science, or related field AND three (3) years of professional level GIS experience; OR an equivalent combination of education, training, and experience.Knowledge of:
Proficient use of ESRI ArcGIS software (ArcView, ArcEditor and ArcInfo) and AutoCADStrong understanding of database design and management.Familiar with industry-specific terminology such as Water/Wastewater, Building Permits or Planning and Zoning.Skilled in:
Solving operational and procedural problems related to GIS applications.Collecting data and converting it to GIS applications.Preparing written documents clearly and organized; documentation of processesMicrosoft Windows operating systems (desktop and server) and supporting office programs and use of standard modern office equipment.LICENSE AND CERTIFICATION REQUIREMENTS:
Valid State of Texas driver's license.GISP (Geographic Information Systems Professional) or ESRI Certificate preferred.Municipal experience preferredPHYSICAL DEMANDS AND WORKING ENVIRONMENT:Work will be performed in a normal office environment or in extreme temperatures and weather conditions; dirty and dusty conditionsAbility to lift 10 pounds and occasionally up to 30 pounds
