Under the general direction of the Assistant Director, Administrative Services, the External Financial Operations Branch Manager is responsible for the planning, direction and control of office's budget related activities and is the Budget Officer for the department. This includes preparation and execution of the annual department budget. Incumbent directly supervises the Budget & Special Projects and Grants & Reimbursements Divisions.
Responsible for functions with statewide impact requiring skills and knowledge at the highest level with responsibility for work of the most critical or sensitive nature as relates to a department's primary mission.
Responsibilities and duties include but are not limited to: (1) manage the Cal OES's extremely complex and sensitive budget (2) manage grant budget preparation, administrative liaison support for grant fiscal tracking and reporting to internal programs, (3) manage review and approve all sub-granted funding distributed by Cal OES (4) manage the departments reimbursements, (5) serves as the contact with control agencies on budgetary and fiscal issues. Demonstrate advanced level of knowledge of the State of California's budgeting process and rules, as well as knowledge of State accounting practices and principles. In this capacity, the incumbent may represent the department in negotiations with the Department of Finance, the Legislative Analyst's Office, and committee consultants.

Working Conditions
Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.
Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. The Finance and Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, grants management, human resources, labor relations, staff recruitment, examinations, and organization and professional development. The Directorate is comprised of three sections: Administrative Services, Human Resources and Grants Management.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
