Description

Performs skilled technical work reviewing construction plans for compliance with building codes, meeting with contractors and members of the public and related work as apparent or assigned. Work is performed under the regular supervision of the Chief Building Official.

Examples of Duties

Answers phone calls and e-mails pertaining to the code; guides professionals as well as the general public to the proper areas of the code to help with project design; meets with design professionals in the office or on site prior to and during construction; checks for any unforeseen problems that may hold up the plan review process.Coordinates and distributes plans and specifications to other areas within the division and with partner organizations for necessary reviews, and explains necessary changes noted by these individuals to interested parties.Reviews permit applications, plans and specifications of any proposed construction to verify conformance with the North Carolina State Building Codes and approves designs in compliance for permit issuance.Confers with contractors, architects, engineers, property owners and the general public in explaining and interpreting the code requirements, inspection procedures, and of requirements for obtaining permits.Provides project status of review process to interested parties.Resolves complaints and related problems on projects being reviewed.Prepares and maintains necessary records, reports and procedures.Consults and advises inspectors on difficult or unusual problems.Gives assistance as necessary and performs inspections on unusual and complicated cases.Typical Qualifications

Knowledge, Skills and AbilitiesKnowledge of City policies and procedures; knowledge of Microsoft Office Suite and position specific software; extensive knowledge of the NC Building Codes is required for this position; A thorough knowledge of related industry, organization and department policies, practices, procedures, legal guides, best practices, ordinances, laws, resolutions, Technical Specifications, Infrastructure and Construction Development Standards; Industry Standard guidelines, rating and evaluation services and technical standards, knowledge and ability to make arithmetic computations using whole numbers, fractions and decimals; ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public.

Education and ExperienceAssociates/Technical degree with coursework in engineering, architectural technology, or related field and considerable experience in reviewing plans, building inspections, construction and maintenance, or equivalent combination of education and experience.Supplemental Information

Physical RequirementsThis work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing or balancing and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
