Class Summary

Job DescriptionThe Business Relationship Manager collaborates with the senior leadership of the departments to which they are assigned to create technology roadmaps and identify opportunities for technology innovations that drive improved service delivery and business optimization. This position will report directly to the Manager of the Business Strategic Services/Business Relationship Management, which is part of the Business Strategic Services Division (BSS) within the Department of Information Technology.

Essential Duties

Partner with senior business leaders including Department Directors and their teams to deeply understand strategic and tactical business objectivesWork with IT Leadership to create and implement business strategies that leverage and integrate IT strategy and technology to achieve business objectivesLead development of financial models indicating the investment required and estimated benefitsAdvocate and lead business process focus. Support those in the utilizing various tools such as mapping, modeling, workflow analysis, gap analysis, and use casesChampion and manage three-year rolling technology roadmaps for the business departments to which you are assignedRepresent business needs in the identification and prioritization of IT performance improvement opportunitiesCollaborate with stakeholders to create and present business cases for proposed technology initiativesConduct competitive analysis and benchmarking of candidate technology solutionsThrough participation in Governance committees, ensure overall execution of the project portfolios and capability roadmap realization, and measure the quality and business value of IT investments to ensure customer satisfactionServe as a point of escalation in the event services are not meeting expected outcomesEstablish and maintain effective communication and engagement with appropriate executives and managers to ensure that proper information technology needs are met including the management of client expectationsCollaborate with business leadership to identify and champion a robust pipeline of automation and optimization initiatives throughout an intake processPublic Speaking Duties

Facilitate and lead regular meetings and presentations with executive leaders within Gwinnett County governmentPresent budget proposals, business cases, and similar information to both persuade and informOpportunities to speak at conferences, participate in committees, and outreach events are available, but not requiredOther Job Requirements/InformationThis job is a civilian position in either a public safety department or in Information Technology with close ties to public safety. Due to the sensitive nature of this position, a public safety background which may include motor vehicle & criminal histories, and fingerprinting.GradeThe grade for this position is 107. Salary will be dependent on education and experience.

Minimum QualificationsBachelor's Degree in Computer Information Systems, Business, or a closely related fieldSeven years of department leadership, professional analyst, strategic planning, or consulting experienceOr, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed aboveStrong communications and presentation skills to senior and executive leadershipValid Driver's LicensePreferred Qualifications

Experience working for or servicing public organizations such as local, state, or federal government

ITIL and/or BRMP Certification

Seven years of related IT business and/or consulting experience related to technology initiatives or products for medium to large size environments

Strong executive presence

Experience developing business cases and experience with financial analysis and modeling

Broad understanding of Information Technology platforms

Proven ability to develop and communicate technology strategies

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County's values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
