JOB DESCRIPTION:

The Department of Healthcare and Family Services, Division of Eligibility, Bureau of All Kids is seeking to hire a highly motivated, qualified, professional individual to join our team. The position involves administrative oversight of staff who processes applications and maintain cases for medical programs that include FamilyCare Assist, Moms & Babies, and ACA Adults. In addition, the Bureau processes applications and maintains coverage for the Breast and Cervical Cancer program and works with the Department of Corrections to authorize medical coverage for inmates as needed.

This position plans, directs and evaluates work performed for the Bureau of all Kids; explains and implements program policies and procedures; develops, and implements program goals and objectives and confers with management on the integration of program functional activities.

The ideal candidate will demonstrate their dedication to teamwork, the ability to work in a fast-paced environment, a strong supervisory background including experience managing a large number of staff, managing large scale operations, and the desire to promote and provide quality services on behalf of the State of Illinois.

Job Description

Subject to management approval, serves as Public Service Medicaid Manager in planning, directing and evaluating an All Kids Program on a statewide basisServes as a full line supervisorDirects and reviews the interpretation and determination of enrollment and case maintenance proceduresReviews and evaluates drafts of policies, rules and regulations, information materials and notices governing All Kids enrollment and case management related to Medicaid to determine and ensure compliance with State and Federal regulations for payment of services providedConfers with, advises, and represents the Agency in meetings with providers, Agency representatives, and concerned parties regarding problems and application of policy related to medical care and servicesResponds to written, telephone and personal communication regarding the All Kids Program's services and utilization and Department of Children and Family Services (DCFS) children who are aging outPerforms other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of collegeRequires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

A minimum of three (3) years of experience working with administration principles, practices, state policies and procedures related to Medicaid for public or private organization, or agency such as Healthcare and Family ServicesA minimum of three (3) years of experience developing and managing a supportive agency program such as Medicaid, in compliance with State and Federal regulationsA minimum of three (3) years of experience independently managing short and long-term operations of a large, statewide program such as MedicaidA minimum of three (3) years of experience with staff utilization and employee motivationA minimum of three (3) years of experience with labor and employment development in a government office or state agency such as Healthcare and Family Services
