Duties

The

Senior Developer

at the Employment Security Department (ESD) is responsible for leading and mentoring a team of developers and contractors in designing, developing, and implementing software solutions. This role involves ensuring high-quality code standards, conducting code reviews, and maintaining system documentation.

This position requires collaboration with product owners, business SMEs, and management to translate business needs into technical solutions. Additionally, the specialist oversees the software development lifecycle, supports team members, and ensures solutions align with architectural direction and agency standards. This role also includes troubleshooting, responding to audits, and integrating new technologies to enhance system capabilities and efficiency.

Some of your duties may include: Ensure quality code and solutions standards:

Work with the team to establish and communicate best-practice standards for development staff and vendors. Review team technical output for quality throughout the Software Development Lifecycle (SDLC). Design and lead application development:

Lead the team to design, develop, and implement new features, systems, and processes. Develop high-quality solutions and help others take on challenging technical work. Consult with product owners and business SMEs:

Act as a conduit for the team reaching out to technical domain peers and business SMEs when necessary. Translate business needs into comprehensive technical solutions. Review team's existing documentation:

Periodically review team's existing documentation for correctness, completeness, usability, and accessibility. Make changes to documentation where appropriate to conform to division standards. Research, advise, and coach technical staff:

Advise technical domain peers on impacts to the solution. Introduce new, relevant technologies into solutions in collaboration with other architects and oversee its adoption. Respond to audits and troubleshoot defects:

Investigate deployed versions, including change history, interfaces, and databases. Determine impact and mitigation for audit findings related to solution architecture. Qualifications

Bachelor's degree in information technology or closely related field

AND

eight (8) years of IT experience developing systems. OR

A combination of education and/or relevant work experience totaling twelve (12) years. AND (For All Applicants) Demonstrated skills in service-oriented design and development using C#, ASP.NET, MVC, JavaScript, and SQL, Cloud Technologies, and Git. Demonstrated skills performing the full application life cycle activities of the standard Application Life Cycle Methodology (Scrum, Kanban, Waterfall, etc.). Demonstrated skills performing unit testing as part of the SDLC. Continuous development of skills related to new tools and techniques within application design and development, maintenance, and support. Oral communication skills - convey information orally according to the needs of the audience and receive and understand spoken information. Demonstrated testing skills - unit testing, requirements testing, user testing, load testing, functional, performance/load testing, and regression testing. Education to Experience Equivalences :

Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years

Desirable/Preferred Education, Experience or Certifications

Holds agile certifications or demonstrates agile development experience. Demonstrated experience with Case Management System(s). Demonstrated experience with Azure Functions, particularly Durable Functions. Demonstrated experience working with and deploying applications and services using Docker and Azure Kubernetes. Familiar with infrastructure automation using Azure CLI and Bicep.

Additional Requirement of Employment:

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
