The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The Behavioral Health Services (BHS) Office of Coordinated Care (OCC) is responsible for access to services, engagement into care, and centralized care management services. Under the direction of the OCC Deputy Director, the 0922 Director of Neighborhood Based Care manages OCC’s services for people who are unhoused or unsheltered and in need of behavioral health intervention. This position is responsible for providing overall direction for the work of the civil service and contracted teams that provide street-based outreach and engagement for people in need of behavioral health services; managing program development, planning, implementation and evaluation processes for neighborhood based work; managing contracts and contracted partners, and engaging with significant stakeholders to ensure coordination of Neighborhood Based Care teams work, including representing BHS and OCC in city-wide Street Teams work. The Director of Neighborhood Based Engagement & Care (0922 Manager I) performs the following essential job functions: Manage programs and operational activities of the Office of Coordinated Care (OCC) neighborhood-based services. Direct activities of street teams providing behavioral health engagement and intervention services. Plan, develop, and direct major or complex projects pertaining to Behavioral Health Services (BHS) neighborhood and street-based interventions. Communicate regularly with management regarding OCC’s Neighborhood-Based Care activities and coordinate efforts with other City departments in addressing the needs of the City and County of San Francisco. Manage quality improvement activities related to Neighborhood Based Care teams and services. Establish partnerships and collaborations with hospitals, jail, and homeless response system to ensure effective care coordination for people who are unhoused and unsheltered and in need of behavioral health services. Ensure compliance with legislative and regulatory requirements. Participate in budget development and coordinate the allocation of budgetary resources to achieve timely outcomes and measurable goals within budget, monitors expenditures. This position will assume responsibility for major, complex, functionally related areas. The position will develop and establish policies and procedures and make decisions which impact the daily operations of programming within the Office of Coordinated Care. Required Minimum Qualifications Education : Bachelor’s degree from an accredited college or university; Experience : Three (3) years of professional experience in behavioral health services for people experiencing homelessness or with significant mental health or substance use needs. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring: Master’s degree from an accredited college or university in a Social Services, Psychology, Public Health, Public Administration, or related field 2 years of supervisory experience in a behavioral health care setting Experience providing racially and culturally responsive behavioral health services. Experience managing or providing care coordination services for individuals who are unhoused or unsheltered. Experience working in or knowledge of San Francisco’s homelessness response system. Experience providing and/or supervising field-based behavioral health services. Analytical ability and skills to handle and solve complex organizational and clinical issues and problems. Practical knowledge and experience in the frameworks of public health service delivery and behavioral health care. Knowledge of community resources and experience in community settings. Experience engaging a variety of stakeholders at high-profile community meetings. Important Note:
