GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services.We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
This senior-level part-time position (20 hours per week) is focused on creating, managing, and monitoring Statement of Work (SOW) and other contract documents for IT-related projects within the Information Technology Services Division (ITSD). The role requires close collaboration with departments such as Finance, Legal, IT project teams, and business areas to ensure contract compliance, budget alignment, and project execution. Reports to the IT Operations Director
ESSENTIAL DUTIES
Contract Drafting and Management: Collaborate with Finace and Operations staff, Legal, project managers, and other IT staff to draft, review, and maintain comprehensive Statement of Work (SOW) and contract documents for IT projects, ensuring they adhere to legal, budgetary, and organizational standards.
Project Support: Provide support in planning and monitoring IT project contracts, maintaining alignment with project goals, deadlines, and budget.
Budget Oversight: Collaborate with Finance and Operations staff, project managers, and other IT staff to develop, align, and track IT project budgets, ensuring all project costs remain within approved limits.
Legal and Policy Compliance: Review legal and policy documents to confirm compliance with IT and project management standards, ensuring they align with IT operational and regulatory requirements.
Interdepartmental Coordination: Serve as the primary point of contact between IT operations, Finance, Legal, and business areas to promote effective communication and project alignment.
Documentation and Reporting: Analyze IT contract operations and prepare reports that evaluate efficiencies and suggest improvements.
Policy Development: Assist in creating IT policies and procedures that enhance the effective management of IT contracts and support TxDMV's objectives.
May travel up to 5% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of IT operations and Texas state government contract management practices.
Knowledge of state legal and regulatory frameworks impacting IT contracts.
Knowledge of project management principles as it applied to IT projects.
Knowledge of budgetary processes and financial oversight for IT projects.
Skill in developing, reviewing, and managing SOW and contract documents.
Skill in facilitating clear interdepartmental communication and collaboration.
Skill in analyzing and interpreting IT-related processes and policies.
Skill in creating and implementing IT policies and standards.
Ability to proficiently read and edit legal documents.
Ability to use Microsoft Office Suite for documentation and reporting.
Ability to prepare, evaluate, and manage budgets for IT initiatives.
Ability to work independently, showing initiative and sound judgment.

Qualifications:
MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree from an accredited four-year college or university in Business Administration, Legal Studies, IT Management, Accounting, or a related field.
At least four (4) years of experience in information technology project management, information technology contract management, and/or information technology procurement.
Relevant experience may substitute for education on a year-per-year basis up to the minimum requirements.
PREFERRED REQUIREMENTS
Experience developing and managing SOWs or similar contract documents for IT projects within a Texas state agency.
Experience with Texas state regulations and statutes relevant to IT procurement.
