Appointment Type: Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Reporting to the Chief Analytics Officer, the Senior Data Analyst will be part of the Research, Strategy and Analytics Unit, an in-house consulting unit charged with system-wide and organizational responsibility to collect, organize, validate and analyze data from a variety of sources while advancing a data-driven culture within SFPL. The unit is tasked with improving efficiencies, demonstrating outcomes, providing analytical support and developing performance metrics for SFPL projects and initiatives. The senior data analyst will be responsible for collecting and manipulating data into actionable insights to inform understanding of patrons’ usage behaviors, residents’ needs for library services and changing community demographics.

Essential Job Duties and Responsibilities:

  • Developing project plans, including timeline, scope and objectives and key milestone dates.
  • Researching best practices, legal mandates and other relevant background information.
  • Performing benchmarking analyses against peer library jurisdictions.
  • Performing complex analyses which include data selection, validation and manipulation.
  • Identifying process improvement opportunities and developing strategic frameworks.
  • Contributing to data collection efforts.
  • Developing, presenting and communicating findings and recommendations.
  • Developing and managing strong relationships with business stakeholders and technical partners.
  • Preparing, maintaining and analyzing performance measure data.
  • Responding in a timely manner to data inquiries and requests.
  • Ensuring the department meets requisite reporting standards.
  • Assisting in standardizing business data and centralizing data storage.
  • Creating and maintaining BI dashboards.
  • Monitoring trends in organizational utilization.
  • Reviewing unit work for completeness and accuracy.
  • Performing related duties and responsibilities as assigned.

Desirable Qualifications/Skills:

  • Solid understanding of database structure and management.
  • Working knowledge of Tableau, SQL and programming languages such as Python, R, etc.
  • Ability to learn quickly and be flexible.
  • Familiarity with large urban public library systems.
  • Well-honed interpersonal skills.

How to qualify

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work.

Substitution:

Possession of a graduate degree may be substituted for one (1) year of required experience.

Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).
