Responsibilities

The Vehicle and Partners Manager is a professional who actively participates in the leadership and program execution of the REI Growth Team. This individual is responsible for the oversight and management of REI’s Government-Wide Acquisition Contracts (GWAC) and Multiple-award Contract (MAC) Vehicles (including General Services Administration (GSA) Schedules) and Partner relationships. As a key member of the REI Growth Team reporting to the Chief Growth Officer (CGO), this individual understands and operates with the highest integrity and represents REI to customers, partners, and internal team members. They serve as the Program Manager for current and future REI GWACs to ensure complete contract compliance and timely internal and external task order communications. They participate in leading the REI Growth Team and advise senior management in setting and implementing strategic directions to maximize the benefits of the contract vehicles. 

Multiple-Award Contract Vehicles and GSA Schedules

  • Serve as Program Manager for current and future REI GWACs to ensure full contract compliance and timely internal and external task order communications. 
  • Serve as Capture Manager on new GWAC pursuits through all stages of the business development lifecycle, from identification through proposal submission.
  • Participate in leading the REI Growth Team, advising senior management in setting the strategic direction to ensure maximum benefit of MACs.
  • Educate current and potential government customers, industry partners, and internal team members on the REI value proposition and the features and benefits of the contract vehicles.
  • Understand, utilize, document, and report market trends, mission priorities, and customer goals with respect to MACs to position REI for current and future task orders.
  • Develop and maintain highly effective relationships with the government contract management offices and industry partners to support growth.
  • Support the development of Market Research Responses and Requests for Task Order Proposals stemming from solicitations on REI’s contract vehicles.
  • Lead and conduct research efforts around REI contract vehicles to provide Account Teams with insight into potential procurements and buying trends.
  • Identify, qualify, and lead capture efforts for new contract vehicles.
  • Mature the Vehicle and Partners program to increase bid and win frequency.
  • Lead marketing efforts for REI’s contract vehicles to increase buyer and partner awareness.
  • Assist in analyzing contract vehicle task orders and distributing them to REI and external partners.

Partner Management

  • Lead REI’s Small Business Outreach, Mentorship, and Technical/Vendor Partnership efforts.
  • Establish routine communications with REI technical/vendor partners, advance REI through technical partner programs, and socialize benefits with REI staff. Serve as liaison between technical/vendor partners and REI Account Teams.
  • Maintain and enhance REI’s Small Business partner database and advocate for Small Businesses on REI’s current and new projects.
  • Seek out and maintain a presence at Small Business events and organizations to identify new potential REI partners.
  • Serve as the primary point of contact for Mentor-Protégé engagements. Serve as a consultant to Small Business Protégés to aid in their corporate growth.
Qualifications
  • At least eight years of experience working with systems integrators in the Federal Government market and at least five years of experience in Business Development, GWAC.

  • Management, Program Management/Administration, or Capture Management.

  • Working knowledge of GSA Schedules and other GWAC vehicle terms and conditions.

  • Working knowledge of the FAR/DFAR.

  • Extensive network of Government and industry relationships.

  • Experience as an active “hands-on” leader in capture and proposal development, strategic solution development, and marketing communications for IDIQ/GWAC vehicles.

  • Proven reputation for establishing and maintaining credibility and influencing senior levels of Government customers and industry partners.

  • Proven experience in pursuing, capturing, and winning new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals.

  • Excellent communication skills and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies.

  • Demonstrated ability to conduct market and industry research and perform analyses.

Education: Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

Location: Hybrid (One day per week or as needed in the REI SYSTEMS Sterling VA Office).
