The City of Norfolks Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.
The Finance Unit within Administrations and Operations plays a pivotal role in the functioning of NDHS. This division is seeking to hire an Accounting Technician III, part of the Program for Improving Capacity and Capability (PICC). This incumbent provides day-to-day accounting services required by the PICC program.
Departmental Hiring Salary Range: $41,503.00- $47,728.45
Essential Functions
+ Perform responsible clerical accounting in the auditing, preparation, and processing of financial records, statistical records, and documents; and may be required to perform a specialized financial record keeping function.
+ Review and process requisitions, bills, invoices, vouchers, and inter departmental transfers.
+ Prepare and review financial and statistical reports, files, and records to ensure an accurate track of information.
+ Be knowledgeable of and capable of interpretating the rules and regulations of the Citys PICC program.
+ Responsible for assisting in the preparation of the various requests for proposals (RFP) associated with the implementation of the PICC program.
+ Assist in the maintenance of all financial records, accounts within the Citys financial system and duties related to the preparation of records for audit purposes.
+ Handle reimbursement requests for timely payment and posting. Reconciles accounts with the Citys AFMS system.
+ Assist with grantee monitoring and assist grantees and vendors with compliance with City regulations and the Code of Ethics. Provides technical assistance.
+ Maintain accurate records of the grant contracts and assists in the coordination of the contract approval process with the Office of the City Attorney, Department of Finance and others.
+ Work with auditors ensure accuracy and compliance of all regulations.
+ Audit grantee reimbursement requests to ensure accuracy, completeness, consistency with approved budget/cost allocation plan, and compliance with PICC program guidelines.
+ Assist with the audit of City departments' miscellaneous vouchers relating to the grant funds; verify invoices and budgetary line information and charges.
+ Answer questions from City departments related to audit adjustments made to payment vouchers
+ Work with the Department of Finance to provide external auditors with requested documents during annual audits.
+ Assist other staff with special projects, program issues and data management.
+ Maintain the absolute confidentiality of all records and information.

Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with one/two years of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Four years' experience in bookkeeping or accounting.
Additional Information & Requirements
Preferences: Minimum of an Associate's Degree with at least one year of bookkeeping/grant management experience.
Work Schedule: 40 hours a week, Monday- Friday 8:30AM- 5PM. This position is considered a Special Project with Retirement; this position does not start as a permanent role with the City of Norfolk.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicants school of enrollment must be an accredited institution.
