The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. NDHS is committed to providing such comprehensive support to its citizens. The Department of Human Services is seeking a Family Services Supervisor for the Child Protection Services (CPS) unit. The successful candidate will plan, monitor, evaluate and supervise the daily activities of Family Services staff and oversee the Child Protective Services/Family Support unit. The successful candidate plans, monitors, evaluate, and supervise the daily activities of social work staff. Participates in the development of program guidelines and monitors service delivery. Departmental Hiring Salary Range: $59,393- $68,301 Essential Functions Supervises the daily work of personnel by planning, evaluating, and supervising daily activities and progress, providing consultation and training new personnel assigned to the unit. Monitors service delivery by ensuring case and personnel compliance and progress and reviewing court plans. Participates in the development of program guidelines by serving on various committees and teams and developing, implementing and monitoring programs. Assigns casework to staff and monitors case activities by reviewing referrals, scanning databases for relevant data, maintaining records of case management, reviewing progress, discussing case activities and preparing written summaries of the case content. Establishes training sessions by preparing training materials, programs, modules and aides, researching, studying and interpreting various concepts. Performs related duties by providing information and referrals, reviewing and editing reports and representing the program at meetings and functions. Assist in recruiting, hiring and retaining qualified staff members, As a member of the CPS leadership team takes part in regional and state meetings, Completes special assignments often under short time frames, Assist agency in reviewing performance of key child welfare client outcomes to include child safety outcomes, permanency outcomes, and child and family well-being, Conducts quarterly, semi-annual and annual employee performance reviews, Establishes relationships with internal and external stakeholders to achieve program goals and improve the lives of children and families, Requires the ability to work collaboratively with community-based agencies Supervise referrals of suspected child abuse/neglect and/or case management of service cases Conducts field visits to schools, homes, hospitals, and various community settings. Must have the ability to be part of a multi-disciplinary team believing that the best solutions come from the families themselves. Takes part in family team meetings to assure family empowerment, family involvement and ownership in the service planning process working through to solutions. Formulates a variety of court documents, Appears in court to advise, recommend, and testify concerning cases, Requires knowledge of social work principals and ethics with particular attention to respect and appreciation for family competencies. Maintains case files and prepares reports as required including OASIS and other local software programs. Requires the ability to work collaboratively with community-based agencies, police department and health care providers and court personnel so that the team works as one in the best interest of the family’s needs and wants. Provides crisis intervention when necessary. Education/Experience Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable. Four (4) years experience in Social Work / Human Services. Supervisory experience or work experience in a leadership role. Valid Driver's License may be required depending on assignment. Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. . If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. The Tuition Assistance Program is established to encourage employees toward continued self-development and education.
