LONI is a prominent leader in cyberinfrastructure solutions, and we're proud to introduce our pioneering initiative, the Louisiana Optical Network Infrastructure (LONI) Security Operations Center as a Service (SOCaaS). LONI SOCaaS is a cutting-edge cybersecurity service designed to protect organizations, educational institutions, and critical infrastructure from emerging cyber threats.
LONI is seeking a highly experienced and forward-thinking cybersecurity professional to take on a leadership role in our Managed Service Provider (MSP) operation. The functional title for this pivotal position is Chief Information Security Officer (CISO) at LONI. As the CISO, this position will play an important role in the SOCaaS and safeguarding LONI information assets by ensuring the confidentiality, integrity, and availability of data. We are seeking a candidate with extensive expertise in cybersecurity, risk management, and a strategic mindset to enhance our security posture. The candidate should also have an excellent understanding of delivering services withing a managed service provider organization as well as a working knowledge of post-secondary education.
This position is integral to our leadership team reporting to the LONI Executive Director. This position is tasked with ensuring the seamless operation and execution of LONI's Service Strategy which includes a shared responsibility for the SOCaaS program and oversight into LONI's internal security operations. Participation in the administration and oversight of security, compliance, policy and related services and initiatives is essential.
Job Responsibilities:
Leadership: Act as the primary LONI IT security professional providing leadership on the SOCaaS program ensuring LONI's SOCaaS is successful and aligns with LONI's mission, strategic goals, and objectives. Participate in and offer oversight for security issues related to the LONI infrastructure. Supervise and direct staff within LONI on prioritizing SOCaaS and internal projects to maintain the highest security posture of its cyberinfrastructure. Participate in the governance and program structure for SOCaaS offering.
Provide high-level coordination, communication management, risk management, stakeholder management, strategic financial management, schedule management, vendor relationship management, and scope management across all interrelated SOCaaS projects and other LONI related security scopes. (35%)
Operations: Develop and lead the cybersecurity service strategy for LONI's SOCaaS, aligning it with the unique needs and goals of its members. Identify, assess, and manage cybersecurity risks associated with the SOCaaS offering and the internal cyberinfrastructure proactively implementing robust risk mitigation measures for the SOCaaS offering and the internal cyberinfrastructure. Ensure adherence to industry standards, best practices, regulations, and other requirements to deliver the SOCaaS offering. Develop, implement, and maintain tailored security policies, standards, and procedures for LONI's internal cyberinfrastructure and its services.
Manage an incident response plan and coordinate incident response efforts of LONI. Oversee security audits, assessments, and compliance activities for LONI's SOCaaS. Work with project management capabilities to oversee multiple implementation and operational projects of the SOCaaS offering. Provide regular executive reports on LONI's SOCaaS offering. Manage SLAs for LONI's SOCaaS. Function as a liaison and consultant between LONI and its members and other state stakeholders with regards to LONI's SOCaaS.
Follow the acquisition process for goods and services as well as tools to assist with installation and problem resolution. Develop appropriate specifications and prepare documentation as required by LSU policies and State law. (35%)
Supervision: Monitor performance, capacity, and availability of the LONI SOCaaS including appropriate improvements. Build and lead a cybersecurity team to nurture skill development and promote collaboration. Train and mentor LONI staff related to LONI's SOCaaS. (20%)

Minimum Qualifications:
Bachelor's degree with 5 years experience in leadership roles.
Profound knowledge of cybersecurity principles, technologies, networking, and best practices.
Strong familiarity with relevant laws, regulations, and industry standards around cybersecurity.
Exemplary communication, leadership, and collaboration skills.
Strategic thinking abilities and effective decision-making skills.
Minimum Certification/Licenses:
Certified Information Systems Security Professional (CISSP) and/ or Certified Information Security Manager (CISM
Preferred Qualifications:
Bachelor's degree in cybersecurity, Information Technology, or in a related field.
Industry-recognized cybersecurity certifications (e.g., CISM, CISA).
Prior experience in the educational or critical infrastructure sectors.
Experience in managing and delivering cybersecurity managed services.
Additional Requirements:
This position is essential and may be required to report to campus in times of emergency and/or closure per PS-18.
