Description of Work
The Budget and Finance Division is responsible for all fiscal, purchasing and budgetary matters of the N.C. Department of Agriculture and Consumer Services. This position manages the Cash Management and Grants and Contracts sections within the Budget & Finance Division, has two direct reports, 3 indirect reports, and reports to the Controller. This position is responsible for providing daily oversight and support to the Accounts Receivable area, General Ledger maintenance in the North Carolina Financial System (NCFS) to ensure that data is accurate and reliable, preparing, entering, reviewing, and approving NCFS journal entries and intercompany transfers. Work is reviewed by the Controller for content and technical accuracy.
This position works closely with the Accounts Payable Accountant II and Controller on Month End Close activities and is responsible for verifying that the general ledger for all budget codes is in balance by making any required adjustments to ensure the Agency can properly close and certify to the Office of the State Controller each month. This position monitors the cash/deposit accounts and clears all items in the account daily by making required entries to clear/balance these accounts. This position reviews the BD701 prior to certification to ensure that actual expenditures and revenues are accurate and don't reflect any obvious errors. This position is responsible for preparing all ACFR worksheets related to Accounts Receivable. This position provides back-up to the Cash Manager for Wires including International Wires, Daily Deposits, and approving Cashier's daily NCFS Journals. This position is responsible for NCFS and Core Banking system security for new employees and other duties as assigned. This position is responsible for maintaining the Agency Cash Management Plan and is a member of the EAGLE team that performs the EAGLE tasks related to Cash/Accounts Receivable.

Ability to communicate concisely and accurately in writing when communicating with divisions regarding issues identified related to accounts payable activities. MANAGEMENT PREFERENCES Working experience in the North Carolina Financial System (NCFS) with all Cash and AR related training complete. At least 2 years of State government Accounts Receivable. Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both. **Transcripts required for 18 semester hours of accounting coursework for degrees other than accounting.** Bachelor s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.
