DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston is seeking to fill the Financial Analyst III position within the Financial Reporting & Operations (FRO) Division. These positions perform various tasks under the direct supervision of the Division Manager, Accounting and Financial Reporting and guidance of senior management of Financial Reporting and Operations. Primary responsibilities include:
Perform general accounting function including monthly, quarterly, and annual reconciliations and reporting.
Revenue recognition- matching expenses with revenues and creating supporting documentation.
Trial Balance/General Ledger balances reviews/schedules, SEFA and other financial reporting as needed.
Fund Monitoring and Analysis
Conduct internal control reviews, implement Enterprise Risk Management (ERM) projects, perform risk analysis, and write reports to include recommendations for improvements.
Perform complex financial analysis and reconciliations.
Assist with researching and compiling required disaster cost recovery reporting.
Work closely with all departments and outside agencies to obtain information regarding complex financial analysis, reconciliations, and other accounting related matters.
Prepare year-end entries and analysis.
Assist in the implementation of new accounting standards and procedures.
This position may require mentoring and training staff in interpreting and implementing auditing/accounting policies, procedures, programs, and systems.
Performs other duties as requested
WORKING CONDITIONS
This position is physically comfortable with discretion of walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in finance, economics, budget analysis or a closely related area are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
PREFERENCES
Preference will be given to applicants with following qualifications and experience:
Bachelor’s degree in Finance, Accounting with CPA or CIA designation or working towards CPA or CIA certification within 1-3 years.
Proficiency in a financial system environment (preferably SAP).
Disaster project management experience including knowledge of FEMA Public Assistance process
At least 2-3 years of prior Internal Audit experience
Good organizational, verbal, and written communication skills.
Strong Microsoft Office products experience with advanced Excel proficiency.
Ability to work effectively with team members and all levels of management.
High level of organizational, time management and prioritizing skills.
Special consideration will be given to applicants with governmental accounting experience.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
