The Analysis and Integration Branch (AFRL/RYZY), Capability Integration and Transition Support Division (AFRL/RYZ), Sensors Directorate (AFRL/RY) seeks to hire a Mid-Level, Open Architecture Team Lead, DR-03 in Dayton, Ohio.
This position is open to candidates currently at the DR-02 (or equivalent grade) level eligible for promotion and/or current DR-03 (or equivalent grade) level candidates for reassignment.
The Analysis and Integration Branch (AFRL/RYZY), Capability Integration and Transition Support Division (AFRL/RYZ), Sensors Directorate (AFRL/RY) seeks to hire a Mid-Level DR-03 Supervisory Senior Computer Scientist (1550), General Engineer (0801), or Computer Engineer (0854) in Dayton, Ohio. The incumbent will serve as the non-supervisory Team Leader for the Open Architecture Team.
Position duties include but are not limited to:
- Oversees, with Branch/Division leadership, the day-to-day operations of the Open Architecture Team. Creates a team environment with an open communication culture, sets clear team goals, delegates tasks and sets deadlines, tracks progress, reports on KPPs/metrics, provides mentoring/coaching, and resolves issues or conflicts.
- Responsible for all aspects of program cost, schedule, performance, and risk for Open Architecture Team's activities.
- Prepares program briefs, budgets, reports, and correspondence.
- Establishes procedures, mission objectives, and organization design necessary to streamline operations and breakdown barriers to mission accomplishment.
- Collaborates, interacts, coordinates, and directly consults with USAF, USSF, other governments, DoD, academic, and industry partners.
- Independently reviews, analyzes, and provides interpretation of complex strategic guidance from DoD, HQ USAF, HQ AFMC, AF Operational Commands, and HQ AFRL.
- Develops strategies and defines policies/processes/procedures and best practices aligned with the Directorate's mission.
- Analyzes complex interrelated issues of effectiveness, efficiency, and productivity and develops recommendations to solve problems through reprogramming and adjustment of schedules, funding, and the activities of program participants.
- Expertly navigates through business IT systems to report required data.
- Performs trade off analyses and makes recommendations to leadership across technical and resource requirements.
- Creates and presents high quality materials and presentations to executive audiences.

Required Qualifications
- United States Citizenship
- Applicants must have at least one (1) year of specialized experience at the next lower grade, DR-02, or equivalent in other pay systems.
- This includes technical experience developing, maturing, and/or applying open architecture standards, development of technical/research and development programs, and leadership of cross-organizational teams responsible for these activities.
- Applicants must be able to meet the OPM Qualification Standards of the position being filled.

Computer Scientist (1550) - Computer Science Series 1550
- Must be able to obtain/maintain a Top Secret security clearance with access to SCI and SAP, as condition of employment.
- This is a drug testing designated position. The incumbent will be subject to random testing.
- This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N) at time of employment.

- The position is eligible for situational telework and will require routine mission travel, regular classified engagements, and in-person meetings that cannot always be scheduled around a regular/recurring telework schedule.
- Employee must live within the commuting area of Wright-Patterson AFB.
Desired Qualifications
- Advanced degree in Engineering or Computer Science.
- Deep understanding of, and demonstrable experience with, Open Architecture standards.
- Knowledge of programming languages like C++ and Java.
- Experience with Model Based Systems Engineering tools such as Cameo (or other SysML software), and other tools like MagicDraw, XML schema editors, Jira/Confluence, and GitLab.
- Experience collaborating with Department of the Air Force Open Architecture and transition stakeholders such as MAJCOMs, AFRL, program offices, other DoD offices, and related commercial industry partners.
- Experience with Top Secret/SCI and Special Access Programs.
- Self-starter with a strong drive to learn and expand skill-sets.
- Experience in tracking, aggregating, and reporting work back to program and portfolio management functions.
- Demonstrable skills in problem-solving and technology risk analysis.
- Demonstrable skills in oral and written communication.
- Experience managing complex programs and/or projects in DoD or Air Force settings.
- Experience bringing functionals together to make decisions and move program/projects forward on time/budget.
- Experience forecasting and tracking budgets, costs, risks, and expenditures.
- The ability to work with a multidisciplinary team to solve complex problems.
