Supervisory Program Manager (Executive Communications Branch Chief)

This position is in the Digital and Executive Communications Staff (DECS), Office of Public Affairs and Consumer Education (OPACE). The mission of DECS is to identify and develop operational and strategic communications that effectively enhance stakeholder understanding of FSIS's public health stance and policies. Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.)
For the GS-14 level:
Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates:
Managing a team and directing processes that evaluate, implement and support internal and external communications, including controlled correspondence and hosting critical stakeholder events. Experience with internal and external program/policy issues that affect staff operations, as well as short and long-term program missions. Leading efforts to track, review, and clear critical agency materials, including correspondence, reports to Congress, presentations, publications, and other communications products. Building positive reputations and relationships with internal and external stakeholders by employing effective communication strategies and identifying key engagement opportunities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
