DESCRIPTION OF WORK: The primary purpose of this position is to help design, develop, enhance, maintain, and support client/server computer applications developed in-house for the department in an interactive team environment. In this role, this person will provide expertise, leadership, guidance, programming skills, training, and support to other team members in developing automated solutions to challenges in the department. This person will be responsible for analyzing existing and potential applications to determine the feasibility of projects, provide accurate time and cost estimates, define and quantify potential benefits to the department and the state, and help develop and implement the solutions. This person will manage, design, develop, and support new computer applications using Microsoft Project Manager, modern client/ server computer programming languages (such as C#), modern relational database products (such as MS-SQL), Web-enabling applications and databases using c#, Microsoft SQL Server, HTML5 Asp.Net MVC, Javascript, JQuery, Windows Desktop, and Windows Server. This person will work with the employees, mangers, and customers to define workflows, design and define relational databases, reengineer and automate processes to make them more efficient and streamlined, prototype user screens, define system outputs, define business rules, develop program specifications, help employees and customers with system problems, develop complete system documentation, and may supervise lower-level programmers and consultants. This person may work with legal resources in the department to help interpret enacted legislation into system/program specifications and requirements and develop/document accurate business rules. Knowledge, Skills and Abilities / Competencies Extensive work experience with client/server applications development software including: c#, Microsoft SQL Server, HTML5 Asp.Net MVC, Javascript, JQuery, Windows Desktop, and Windows Server. An understanding of the concepts of programming objects and components. A working knowledge of client/server programming using Windows Presentation Foundation and Asp.Net Web API. A working knowledge of office software products including: MS-Office products, GroupWise, and Internet Browsers. Extensive work experience with personal computer, workstation, and server operating systems. A working knowledge of computer hardware including individual components and peripheral equipment for personal computers such as printers and scanners. Ability to establish and maintain effective working relationships and to communicate effectively in oral and written form with employees in the department and customers. Knowledge and experience with a modern Systems Development Life Cycle (SDLC) methodology/platform such as Azure DevOps. Experience with Agile processes and methodologies. Minimum Education and Experience Requirements Bachelor's degree in computer science or an IT related field from an appropriately accredited institution, or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and one year of experience in business application consulting or development, or High School or General Educational Development (GED) diploma and four years of experience in business application consulting or development; or an equivalent combination of education and experience.
