Why does the job exist?

The IT Business Analyst I will:
  • Provide project analytical work including business analysis, technical analysis, and data analysis within the Health Care Authority (HCA);
  • Provide technical support to projects and systems;
  • Perform research and assist with product/project systems support administration;
  • Bring the technical skill in one or more of the following areas: applications, data, requirements, documentation, and support;
  • Possess strong interpersonal, strategic thinking, and communication skills;
  • Assist in defining, documenting, maintaining and governing IT architecture (systems, software and data) for customers across HCA.
How does it get done?

The IT Business Analyst I is responsible for:
  • The facilitation of Joint Application Design (JADs) or Joint Application Requirement (JARs);
  • Assisting with the management and oversight of deliverables produced from vendors;
  • Aligning system requirements with business needs;
  • Gathering research and provide evaluation and analysis on different areas within the project.
  • Researching, reviewing and making recommendations on adoption of ongoing/new projects, technologies, opportunities for enhancing business or IT process, software, and/or hardware;
  • Developing reports and presentations on information gathered for executive review and feedback;
  • Performing detailed analysis;
  • Assisting with the application management of requirements management tool;
  • Identifying patterns to help meet the business needs and;
  • Performing root cause analyses to solve system level issues.

Ideal Candidate

The ideal candidate has experience:
  • In both areas of information technology and business administration;
  • Producing work based off research;
  • Documenting, analyzing, and presenting opportunities which would facilitate discussion;
  • Being detail-oriented, highly innovative, motivated and very flexible;
  • Contributing to team meetings, sharing ideas and experiences when trying to resolve a problem;


Minimum Qualification

Bachelor's degree in any field and two (2) years of experience in information technology or business analysis. Substitutions Apply. See Substitution Table below. PMI-PBA certification may be substituted for one year of education.

Education Experience 1 High School Diploma or Equivalent AND 6 years of experience 2 Associate's degree AND 4 years of experience 3 Bachelor's degree AND 2 years of experience 4 Master's degree or higher AND 0 years of experience
•Education and years of experience must be related to the purpose of the position.

•If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
