Primary Duties & Responsibilities
Management
- Directly owns and supports the PCC/Wyman Gordon (Company) EH&S program.
- Tracks and reports EHS corrective actions from incident investigations and external evaluations. Manages corrective actions being taken in impacted departments.
- Works closely with EHS corporate management, plant production and maintenance to ensure any changes EHS systems do not negatively affect the manufacturing process.
- Provides support to the plants' culture of continuous improvement. Able to lead and participate in kaizen workshops to firmly integrate EHS thinking in all new standards and new procedures developed as a result of continuous improvement.
- Inspects facility processes to detect existing or potential environmental, safety and health hazards, determines corrective or preventive measures where indicated and follows up to ensure measures have been implemented.
- Assists in the management and identification and correction of EHS aspects of industrial engineering projects, maintenance projects, and all other plant EHS risk reduction issues.
- Establishes and maintains effective work relationships within the department, the Corporation and the community; and maintains the professional competence, knowledge and skill necessary for the satisfactory performance of all assigned responsibilities.
- Develops and implements environmental programs and policies in compliance with local, state and federal EPA regulation and Company policy, including all environmental media- air, water, wastewater, storm water, solid and hazardous waste.
- Directs efforts to reduce pollutant emissions from facilities through technologically sound and economical methods.
- Responsible for recordkeeping and reporting requirements under permitted environmental processes.
- Provides and directs plant environmental training and annual compliance auditing.
- Provides Sustainability Data collection/preparation.
- Manages all environmental related legal matters, regulatory agency contacts, permitting, and enforcement actions.
- Manages RECLAIM/Title V permit and Air Quality programs for the facility.
- Develops, implements, and maintains environmental best management practices for the site in accordance with Title V permit.
- Manages Annual Emissions Reporting (AER), Quarterly NOx Emissions Reduction Credits (ERC) cap-and-trading, and Green House Gas Reporting (GHG).
- Interfaces with California Air Resources Board (CARB) and South Coast Air Quality Management District (SCAQMD) to ensure compliance with state and local air quality regulations.
- Develops, submits, and negotiates environmental permits with regulatory agencies for stationary emissions sources and mobile emissions fleets.
- Manages hazardous waste and industrial stormwater environmental compliance programs while interfacing with their respective regulatory bodies.
- Provides 24-hour on-call response for medical and environmental emergencies.
- Coordinates all facility emergency response and site evacuation programs, including the design and execution of annual drills and management communication.
- Recommends, develops and implements improvements in policies, procedures and equipment to prevent incidents and injuries.
- Manages Worker's Compensation process and claims.
- Participates in the investigation of accidents and injuries and cooperates in the preparation of material and evidence for Company's use in hearings, law suits, and insurance investigations.
- Develops, recommends and implements programs to assure compliance with all applicable local, state and federal environmental regulations including documentation, reporting, permits, manifests, training, and policy development.
- Oversee EHS and Maintenance/Facilities personnel for all shifts
- Establish preventative and predictive maintenance programs and schedules
- Implement maintenance software for scheduling, PM's, repair tracking, etc.
- Identify critical spares
- Able to quote and work with outside vendors and general contractor to complete projects
- Other duties as assigned
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, customers, and plant personnel.

- Strong interpersonal skills with excellent written and verbal communication skills

- Intermediate skills in Microsoft Offices (Outlook, Excel, etc.)
- Demonstrated ability to research specific compliance and regulatory requirements
- Strong project management skills
- Demonstrates high concern for detail, accuracy and compliance to Company policies/procedures
- Ability to work with cross functional groups
- Ability to develop, train and implement programs for continuous improvement

- Solid understanding of safety and environmental engineering principles with the ability to apply to the company's operations.
- Bachelor's Degree with major/emphasis in Occupational Health, Safety, Environmental or comparable field required.
- Minimum 5+ yrs. experience as EHS Manager within a manufacturing environment.
- Professional knowledge of federal/state standards (California Specific, OSHA, EPA, DOT) for a manufacturing environment.
- Experience with regulatory filing and reporting.
- Experience deploying and/or developing effective training programs.
- Certifications - CSHM, CSMP, CSP, CHMM or CESB strongly preferred.
- Bilingual (Spanish) highly preferred but not required.
