Summary You will serve as a Command Information Systems Security Manager (ISSM) in the Corporate Operations Department, Information Technology Division of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA. Responsibilities You will serve as the principal advisor and point of contact for all Cyber Security (CS) matters with responsibility for planning, developing, and implementing the Naval Surface Warfare Center Port Hueneme Division (NSWCPHD) Command CS program. You will serve as the functional authority for all matters pertaining to the planning and formulation of Cyber Security program concepts, policy, techniques, procedures, instructions, certifications, standards, and criteria. You will serve as the NSWCPHD focal point for computer security incident reporting and response. You will monitor Local Registration Authority (LRA) and Trusted Agent (TA) implementation for server Public Key Infrastructure (PKI) digital certificates and individuals. You will be responsible for development and maintenance of the activity's CS program, and plans and defines command policy and objectives relative to all aspects of cyber security. You will conduct internal review of operations within the CS environment to ensure compliance with computer security requirements and initiate action to mitigate noncompliance conditions. You will plan work, set priorities, accomplish objectives, and meet deadlines leading a diverse team focused on cyber security for multiple networks. You will track and report incidents, as well as any suspicious network activities identified via monitoring of information security logs. You will monitor Local Registration Authority (LRA) and Trusted Agent (TA) implementation for server Public Key Infrastructure (PKI) digital certificates and individuals. You will plan, conduct, and evaluate cyber security risk assessments and ensure that these assessments are performed and reviewed. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13 and GS-14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading cybersecurity program analysis by planning and overseeing the investigation of computer security incidents to identify and resolve internal and external vulnerabilities as well as ensure the protection of computer information systems. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15.
