Responsibilities You will consult with stakeholders to guide, gather, and evaluate functional requirements and translate functional requirements into technical solutions for Navy, Marine, DoD, and other government agencies and programs. You will conduct risk analysis, feasibility studies, and/or trade-off analysis to develop, document, and refine functional requirements and specifications. You will coordinate with systems architects and developers, as needed, to provide oversight in the development of design solutions. You will document designs, design specifications, installation instructions, and other system-related information to ensure all architectural products are maintained in their most current state. You will communicate professionally in both oral and written skills to represent NIWC Atlantic in meetings, architecture conferences, working groups and project reviews with the DoD, Interagency project managers and NIWC internal customers. You will conduct technical research and provide reports based on customer requests and requirements, handle a broad range of requirements and work effectively to define and implement technology solution. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In Addition: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, modifying, and sustaining new or existing computer applications, software, or utility programs using scientific methods following software assurance and secure coding best practices throughout the software lifecycle. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
