**Assists with the coordination of activities of the Office of Extramural Programs (OEP) and Services Center and collaborates with projects. **Provides knowledge-based advice and expertise to support extramural projects, reviewing project operational needs and recommending appropriate means to procure goods and services, in accordance with Federal Cost principles and University of Hawaii (UH) and the Research Corporation of the University of Hawai‘i (RCUH) policies, procedures and sponsor requirements. **Works with OEP and Services Center staff and may be assigned to work with projects, faculty and staff on procurement needs, including vendor and student payments, travel and human resources transactions. **Utilizes online systems to initiate and process purchases, travel reports, payments, verification of goods and services received and human resources transactions. **Reviews requests to ensure that the expenditures are proper and reasonable and for availability of funds. **Takes appropriate action to procure goods and services in accordance with Federal Cost principles and UH and RCUH policies and procedures and sponsor requirements. **Secures all appropriate supporting documents to facilitate procurement and travel processes. **Processes changes to original procurement documents to meet project needs. **Secures necessary documents to prepare payments. Initiates human resources transactions as requested by projects. Assists and advises principal investigators and project directors in preparing contract and grant proposals. Assists with providing financial review and analysis of budgets. Advises and counsels Principal Investigators and project staff regarding procedures, pertinent developments, budget expenditures and account status or alternatives for various sponsored programs. Provides support in the establishment and maintenance of fund accounts and expenditure controls. Responsible for the preparation and maintenance of fiscal reports and budgets for assigned extramural grant programs; assists with budget projections and contract management; keeps program personnel informed of current fund status. **Provides support in creating and using Jasper Reports Server and other UH and RCUH System report generator program(s) to develop financial reports for UH Maui College (UHMC) extramural administrators, faculty and staff. **Responsible for the maintenance and review, audit and reconciliation of purchasing card transactions for assigned extramural programs on a timely basis; ensures that expenditures are proper and reasonable. Confirms that the appropriate account codes and object codes have been properly coded in the online credit card program; may serve as a purchasing card holder to assist programs with purchases. **Assists assigned extramural programs with procurement of goods and services, ensuring compliance with university, state and federal policies and procedures. **Supports assigned extramural programs with travel documentation process to ensure timely disbursement of travel allowances and reimbursements. **Supports assigned extramural programs with personnel transactions to ensure timely submission and approval and compliance with applicable policies, procedures and regulations, fiscal appropriateness and availability of funds. **Prepares payroll adjustments and corrections via Salary Transfers; prepares general error correction in electronic financial system to clear continuation accounts. **Assists principal investigators and program directors with grant close-out procedures and final grant financial report. Other duties as assigned. Minimum Qualifications:
Possession of a baccalaureate degree in Business Administration, Human Resources, Communication, Social Science or related field
AND
three (3) years of progressively responsible professional experience with responsibilities for Administration Support; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Knowledge, Skills and Abilities:
Functional knowledge of principles, practices and techniques in the area of higher education settings demonstrated by knowledge, understanding and ability to apply concepts, terminology. Functional knowledge and understanding of principles, theories, laws, rules, regulations and systems associated with federal, state and institutional funds. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of research administration. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
