Duties and Responsibilities Provides leadership, vision and strategic direction in the development, planning and implementation of the College of Tropical Agriculture and Human Resilience's (CTAHR) Research, Instruction, and Extension facilities and resources both on-campus and off-campus locations as the college's liaison and advocate with the Manoa Facilities Office (MFO). Collaborates with appropriate constituents to coordinate the funding, procurement, project and construction management processes for all work order projects that require consultants and contractors, and develops a budget system to keep track of all planned and actuated expenditures. In coordination with the County Administrators, develops both a prioritization and a rolling five-year timeline for completion of needed repairs, replacements and maintenance for all off-campus facilities (updated annually for unexpected needs). Serves as the College's lead with the six on-campus CTAHR Building Coordinators and multiple off-campus County Administrators and Experiment Station Farm Managers; and liaises on behalf of CTAHR on management and maintenance needs of all Research, Extension, and Instruction buildings, facilities and infrastructure. Develops and maintains metrics of performance and utilizes data to plan, manage, and report on project statuses and updates. Responsible for CTAHR's data updates for the Office of Research Services (ORS) inventory, UH Sightline Facility Renewal Reinvestment Model (FRRM) and UHM eFacilities AiM inventories in coordination with offices of the UH Vice President of Research and Innovations, and UH Vice President of Administration. Creates, maintains and communicates data and reports in order to keep MFO and Dean and Associate Deans apprised of project statuses. Serves as the college liaison and coordinator for real property's legacy legal issues for off campus stations with UH VP Budget and Finance/CEO's Office of Strategic Development and Partnership, and the Legal Affairs and University General Counsel Office (OGC). Reviews with OGC CTAHR's deeds, contracts, Use and Occupancies Agreements, Leases, Memorandum of Understanding (MOU)'s, Right-of-Entry, Department of Land and Natural Resources (DLNR) or Department of Hawaiian Home Lands (DHHL), United States Department of Agriculture (USDA)'s property contracts or agreements, etc. Attends and completes all relevant State Procurement Office (SPO) trainings and stays up to date on all aspects of procurement and construction as it relates to services, maintenance, and construction of CTAHR facilities. Attends or participates when appropriate in federal or community planning meetings or neighborhood boards that are associated or related to the interest of CTAHR real properties or assets, including environmental concerns such as the ongoing cesspool mitigation efforts at CTAHR facilities throughout the State, the Ala Wai Watershed-U.S. Army Corp of Engineers flood management initiative (Manoa Stream at Magoon), Pearl Harbor Joint Base (formerly US Air Force 15th Wing Environmental Restoration Program at Pearl City Urban Garden Center), North Shore Community planning events (Waiale'e), or Waimanalo Ag Association, etc. Responsible for reviewing and coordinating with Manoa Facilities Office (MFO) and their assigned Project Manager (PM) who manages all contracts of consultants, vendors and contractors, as well as record all permits and licenses of construction projects; includes curating related construction documentation, digital plans, and building's Operations and Maintenance (O&M) Manual. Assist each County Administrator to retain records of AS BUILT documentation for local repairs that are not stored with MFO. Supervises the planning and execution of the repair and maintenance of physical facilities within the college, including both on and off-campus facilities, in accordance with approved campus plans and applicable federal, state, county ordinances, building codes and safety standards, and is aware of records of all service projects for audit purposes. Develops all specifications required for off-campus facility-related Superquotes. Completes and submits all AIM requests and all other UH required documentation, as well as any County-based requirements for building permits, permit exemptions, etc. for all off-campus facility repairs, replacements and maintenance needs. Coordinates, develops, and disseminates all emergency plans for all CTAHR properties in mutual partnership with Associate Dean for Research (as per approved CTAHR Emergency Preparedness Plan). Supervises the Planning, Management, and Systems Office (PMSO) Information Technology team, and Environmental Health and Safety Office specialist from the Environmental Health and Safety Office (EHSO) as assigned to CTAHR. Assists in the preparation of administrative and scientific reports as needed. Places an emphasis on enhancing customer service and providing quality services in a transparent, effective, efficient and timely manner. Coordinates off campus and on campus reporting data of crime or HPD reports to the UHM Department for Public Safety, per Clery Act officers. Other duties as assigned. Minimum Qualifications Possession of a baccalaureate degree in the sciences, architecture, planning, engineering or related field and 7 year(s) of progressively responsible professional experience with responsibilities for planning, coordination and management of Facilities; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of planning, zoning use, building codes, facilities and operations management, as well as familiarity of the principles in current scientific equipment technologies and required supporting electrical systems. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with planning, zoning use, building codes, facilities and operations management. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer, apply word processing software, and PowerPoint software, conferencing programs such as Zoom, and understanding of emerging AI tools in multimodal applications, and others as needed. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Supplemental Minimum Qualifications At least two years of experience in a supervisory capacity. Experience in the management of facilities and/or operations of a complex organization. Strong written and oral communication skills and excellent interpersonal skills. Desirable Qualifications Experience in and knowledge of coordination activities and support functions in a research laboratory setting, agricultural field environment, or off campus field setting. Masters or PhD degree in a scientific, architecture, planning, engineering or related field. Knowledge of information technology infrastructure, including the strategic ability to evaluate in-depth emerging developments in Artificial Intelligence. Responsible for preparing a transition plan with defined, dynamic benchmarks for recruiting external resources, such as AI or AGI experts. The purpose of this college initiative aims to lead the college's community into the future to gain better understanding of the impacts of A.I., particularly at key inflection point(s) to the nature of higher education as a paradigm.
